Title
Adopt a resolution authorizing the County Administrative Officer or his designee to:
a. File an application to fund an update of the Monterey County Multi-Jurisdictional Hazard Mitigation Plan (HMP) with State Community Development Block Grant (CDBG) 2008 Disaster Recovery Initiative funds in the amount of $150,000;
b. enter into a Memorandum of Understanding with participating cities for this purpose, and
c. sign all grant related documents, contracts, or amendments.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a resolution authorizing the County Administrative Officer or his designee to:
a.file an application to fund an update of the Monterey County Multi-Jurisdictional Hazard Mitigation Plan (HMP) with State Community Development Block Grant (CDBG) 2008 Disaster Recovery Initiative funds in the amount of $150,000;
b.enter into a Memorandum of Understanding with participating cities for this purpose, and
c. sign all grant related documents, contracts, or amendments.
 
SUMMARY:
In 2007, Monterey County developed a HMP that is now used by the County and eleven of the twelve cities within the County (the City of Seaside developed a separate plan).  This plan serves to protect property and the health and safety of persons living in or visiting Monterey County.  Regulations defining the maintenance of local HMPs require they be updated every five years.
 
In 2010, the State Department of Housing and Community Development (HCD) announced funding under the 2008 Disaster Recovery Initiative (DRI) allocation.  The DRI allocation provides grant funds to select applicants (public agencies) affected by the 2008 wild fires.  Monterey County was determined by HCD to be eligible under the program.  The Notice of Funding Availability specifically authorizes the use of such funds for the purpose of updating local hazard mitigation plans.
California counties are not required to maintain a HMP but those agencies who do so are given preference by the Federal Emergency Management Agency (FEMA) and the California Emergency Management Agency (CalEMA) in qualifying for a number of related programs and grants.  In some cases, a current HMP is a basic condition of eligibility for receipt of State and Federal disaster recovery funds.  
 
Regulations require a public hearing to encourage public input on uses of available CDBG funding.  A duly posted and published was held on July 13, 2012.  No public comments were received.  CDBG regulations also require that the Board of Supervisor adopt a resolution authorizing submittal of an application to fund a specific project.
 
DISCUSSION:
The Office of Emergency Services (OES) has prepared an application for use of 2008 Disaster Recovery Initiative Funds on behalf of the County of Monterey and participating cities within the County.  A committee consisting of County and city representatives has been created to guide this project and a Memorandum of Understanding for this purpose has been approved by County Counsel.  Consistent with guidelines for appropriate projects from the State Office of Planning & Research, the proposed project entails updating the County's current HMP to revisit and update strategies to mitigate the effects of various natural and man-made hazards.  The proposed project is described as follows:
General Administration (Maximum 2% allowed for Grant Total)
General Administration includes final and quarterly reporting; quarterly reporting, preparation of fund requests, coordination with County and city staff, and closeout of grant.
Planning/Technical Analysis
Planning/Technical Analysis for Update of HMP includes but is not limited to review and coordination of review with local, regional, State, and Federal Agencies including but not limited to:
·      Seismically induced conditions including ground shaking, surface rupture, ground failure, tsunami, and seiche;
·      Slope instability leading to mudslides and landslides;
·      Subsidence and other geologic hazards;
·      Flooding;
·      Sea level rise
·      Wildland and urban fires; and
·      Evacuation routes
Final Report Preparation
Local Hazard Mitigation Plan reviewed and approved by CalEMA and FEMA.

Once the HMP has been prepared and approved by a committee consisting of representatives from the County and all incorporated cities, it will be brought forward to the Monterey County Board of Supervisors for review and consideration.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and OES co-authored this report.  
 
FINANCING:
There is no impact on the General Fund or the General Fund Contribution.  Should OES staff costs exceed the $3,000 allocated for general administration support, the balance will be covered through normal OES staffing work plan and budget.
