Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Chief Probation Officer to execute a Memorandum of Understanding (MOU) between the County of Monterey Probation Department (Probation) and Santa Rita Union School District (SRUSD), effective July 1, 2024 through June 30, 2025, where SRUSD is reimbursing Probation an amount not to exceed $234,614 for fiscal year (FY) 2024-2025 for collaborative campus-based services provided by Probation; and

b.                     Authorize the Chief Probation Officer to sign up to three (3)  future amendments to the MOU where each amendment does not exceed 10% ($23,462) of the FY 2024-2025 reimbursable amount and does not significantly alter the scope of services, for a not to exceed maximum reimbursable amount of $258,076 per fiscal year. 

 

SUMMARY:

The Probation Department (Probation) is recommending approval of an MOU in the amount of $234,614 for fiscal year 2024-2025 with Santa Rita Union School District for the term of July 1, 2024 through June 30, 2025, as reimbursement for campus-based services provided by Probation.

 

DISCUSSION:

Probation has operated a successful Campus Deputy Probation Officer program in partnership with school districts throughout Monterey County for years. The collaboration with Santa Rita Union School District (SRUSD) allows Probation to closely monitor and supervise juvenile probationers and assist with at-risk students within the school system.

 

SRUSD and Probation provide a coordinated approach, utilizing available resources from both agencies. Probation will assign one (1) Deputy Probation Officer (DPO) to school sites within the SRUSD to closely monitor and supervise juvenile probationers attending specified schools. The DPO will help develop and operate a spectrum of intervention/diversion programs designed to improve behavior in the community, home and school, and prevent further entry into the juvenile justice system. 

 

Probation will receive up to $234,614 for fiscal year 2024-2025, reimbursed by the school district as a partial contribution to staffing costs.

 

OTHER AGENCY INVOLVEMENT:

The MOU has been approved by County Counsel as to legal form and by the Auditor-Controller as to fiscal terms. 

 

FINANCING:

SRUSD will reimburse Probation up to $234,614 for fiscal year 2024-2025, for the staffing and operating costs of the program. The Fiscal Year 2024-2025 Recommended Budget for Probation (001-2550-PRO001-8166) includes sufficient appropriations for costs under this MOU. There is no additional cost to the County General Fund with the recommended action.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports the Board of Supervisor Strategic Initiatives of: a) Health and Human Services by improving quality of life and providing a healthy learning environment for youth; and b) Public Safety by encouraging students to achieve their potential through education, monitoring activities during and after school, and increasing safety and awareness on campus through crime prevention and close supervision.
