RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a. Ratify RFP #10546 Agreements/Amendments for Rotational Towing Services which began in May of 2016; and

 

b. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign amendments as necessary for RFP #10546 for Rotational Towing Services with Ray Vargas, Inc. dba Advanced Towing; Elosia Barcenas dba E and M Towing; Jorge Zavala dba Greenfield Towing; Leyva’s Towing; PDP Investments, Inc dba P&R Towing and Pete’s Towing; Autoprises, Inc. dba Salinas Auto Center and USA Towing, for providing Abatement and Evidence towing for the County of Monterey. Work contracted under RFP #10546 shall not exceed $210,000.00 for all Agreements and Amendments issued.

 

SUMMARY/DISCUSSION:

The Monterey County Sheriff’s Office (MCSO) request approval of this amendment(s) to RFP#10546.

 

The MCSO is responsible for providing towing services for the removal of abandoned, abated, vehicles to be impounded, evidence towing, etc. for the Monterey County Area. This includes the towing on not only regular vehicles, but also RVs, Boats, Motorcycle’s, etc.

 

The MCSO provides this service through the Rotational Towing Services RFP. The RFP ensures a reliable source of qualified towing companies for the County. Towing under this agreement will be provided 24-hours per day, 7-days a week.

 

In 2016 RFP #10546 for rotational towing services was awarded to over six (6) different vendors. When the aggregated total looked as though it was going to go above $100,000.00, we neglected to bring the RFP to the board for approval. To date RFP #10546 has paid over $140,000.00 for services that have been provided since the start of RFP #10546 in May of 2016. 

 

Currently, we are in the process of getting ready to advertise for rotational towing services. Since an RFP can take anywhere from three (3) months to over one (1) year, depending on the complexity, we are coming to the board now to ask for them to ratify the agreement/amendments and authorize the Contracts/Purchasing Officer or Supervisor to sign amendments as necessary until the new RFP can be awarded.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the agreement as to legal form, and the Auditor/Controller has reviewed for fiscal provisions.

 

FINANCING:

The cost of this Amendment was included in the FY 2020-21 approved budget and the requested FY 2021-22 baseline budget. There will be no increase in General Fund Contribution resulting from this recommendation.
