a. Amend the Subdivision Improvement Agreement for Cathrein Acres Subdivision (also known as Cathrein Estates Subdivision - PLN990330), to extend the time for completion of grading and construction for a period of twenty four (24) months;
b. Authorize the Chair of the Board to execute Amendment No. 1 of the Subdivision Improvement Agreement for the Cathrein Subdivision project; and

RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Amend the Subdivision Improvement Agreement for Cathrein Acres Subdivision (also known as Cathrein Estates Subdivision - PLN990330), to extend the time for completion of grading and construction for a period of twenty four (24) months;
b. Authorize the Chair of the Board to execute Amendment No. 1 of the Subdivision Improvement Agreement for the Cathrein Subdivision project; and
c. Direct the Clerk of the Board to submit the executed Amendment No. 1 to the County Recorder for recordation.
SUMMARY:
The Resource Management Agency (RMA), received a request from Cathrein Land LLC, owner of the Cathrein Acres Subdivision (also known as Cathrein Estates Subdivision - PLN990330), to amend the time required for completion of grading and subdivision improvements. Due to the current economic climate, the applicant has not yet been able to complete construction of the improvements.
DISCUSSION:
No revisions to the improvement plans are required and the construction cost to complete the improvements is not expected to increase. Security for improvements that have not been completed shall remain in place.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller Office have reviewed and approved the Agreement as to form and legality, and financial provisions, respectively.
FINANCING:
There is no financial impact to the General Fund. Sufficient appropriations are available in the FY 2016-17 Resource Management Agency - Development Services budget, Fund 001, Unit 8196. Staff costs for processing the Subdivision Improvement Agreement are funded with developer fees.
