RECOMMENDATION

a. Authorize the Director of Health Services or designee to execute Amendment No. 1 to Program Funding Agreement No. 7480-CA CCE-CP_2064_MONTEREY-01-G issued by Horne LLP with no change in the agreement term or dollar amount due to the California Department of Social Services (DHCS) reassigning Community Care Expansion Preservation Projects (CCE) third-party administrative duties to Horne LLP; and

b.  Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments where the combined amounts do not exceed 10% ($320,074) of the original Agreement amount, do not significantly alter the scope of services, and do not increase the total not to exceed amount over $3,520,818.

 

SUMMARY/DISCUSSION

On June 6, 2023, the County of Monterey Board of Supervisors authorized the Director of Health Services to execute a Program Funding Agreement to accept a Community Care Expansion Preservation Projects (CCE) grant award from Advocates for Human Potential, Inc. (AHP), the former third-party grant administrative entity for the California Department of Social Services (DHCS). CCE provides funds to counties with existing licensed residential adult and senior care facilities for use in immediately preserving and avoiding the closure of facilities serving applicants or recipients of Supplemental Security Income/State Supplementary Payment (SSI/SSP) or Cash Assistance Program for Immigrants (CAPI), including those who are experiencing or at risk of homelessness.

 

On August 5, 2023, DHCS reassigned CCE third-party administrative duties to Horne LLP (Horne). The purpose of this amendment is to officially recognize Horne as the current third-party administrator for CCE, and to modify deadlines for the expenditure of CCE funds.

OTHER AGENCY INVOLVEMENT

The Office of County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING

The Behavioral Health Bureau has enough appropriations in its FY 2024-25 Adopted Budget (Fund 023, Unit 8410, Appr HEA012) to absorb the costs of administering the DHCS grant and will not require an increase in appropriations.
