a. Adopt Resolution to amend Personnel Policies and
Practices Resolution No. 98-394 to:
1) Re-title the classification of Director of Building

2) Change the salary of the Chief Building Official as
indicated below.
b. Amend the FY-2011-12 Building Services Department
Budget Unit 8170 to re-title one 1) FTE Director of

Upon motion of Supervisor Salinas, seconded by Supervisor Armenta, and carried by
those members present, the Board hereby;
a. Adopted Resolution 11-174 to amend Personnel Policies and Practices Resolution No. 98-
394 to:
1) Re-title the classification of Director of Building Services to Chief Building Official;
and
2) Change the salary of the Chief Building Official as indicated below.

DEPARTMENT: Resource Management Agency Building Services Department
RECOMMENDATION:
It is recommended that effective July 2, 2011, the Board of Supervisors:
a. Adopt Resolution to amend Personnel Policies and Practices Resolution No. 98-394 to:
1) Re-title the classification of Director of Building Services to Chief Building Official; and
2) Change the salary of the Chief Building Official as indicated below; and
b. Amend the FY-2011-12 Building Services Department Budget Unit 8170 to re-title one 1) FTE
Director of Building Services to one 1) FTE Chief Building Official; and
c. Authorize the Auditor-Controller to incorporate this change in the FY 2011-12 Building Services
Division Budget Unit 8170
SUMMARY:
A reorganization of the Building Services Department of the Resource Management Agency has
resulted in a change such that the department will be led by a Chief Building Official rather than a
Director of Building Services. This action formalizes that element of the reorganization by re-titling
the head of the department to Chief Building Official, making a minor change to the qualifications and
reducing the salary range by 10% to be compatible with the market for building officials.
DISCUSSION:
The Director of Building Services position was vacated recently and it was filled temporarily by hiring
a qualified retiree with substantial building official experience and certification to head the Building
Service Department. With the recession-related reduction in workload in development services
coupled with the County of Monterey's structural budget problems, a reorganization of this department
is being undertaken that results in changing the head of the department to Chief Building Official with
a commensurate lowering of the salary range. Approval of this change is needed such that the RMA
can recruit for the permanent qualified building official. It is desired that this action be taken now such
that the recruitment can be initiated immediately.
Title 2 of the Monterey Code of Ordinances references the Director of Building Services as the lead of
the Building Services Department. A change to the Code will be initiated to change the references of
the Building Service Director to Chief Building Official.
