Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Agricultural Commissioner to sign a Memorandum of Understanding (MOU) with Cooperative Agricultural Support Services Authority (CASS) for temporary help for regulatory agricultural programs from March 1, 2015, through November 30, 2015, not to exceed $165,000 and;
b.      Authorize the Auditor-Controller to make payments in accordance with the terms of the MOU.
 
 
SUMMARY/DISCUSSION:
In FY 2013-14 the Agricultural Commissioner's Office entered into a Memorandum of Understanding (MOU) with CASS to provide temporary seasonal employees.  CASS staff was assigned to perform plant pest detection trapping, commodity inspection, and other related activities. This request is for March 1, 2015, through November 30, 2015.  
 
CASS is an employment firm that specializes in providing seasonal or temporary help for regulatory agricultural programs.
 
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has approved the proposed 2014-2015 MOU as to form and legality.
 
 
FINANCING:
There is no financial impact to the General Fund.  Sufficient funds are available in FY 2014-15 and FY 2015-16 Agricultural Commissioner's Office Budget.  Work performed by these employees is funded by state contracts or industry assessment. Ongoing funding is subject to availability as determined through the County's annual budget review and approval process.
