b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 5 to the Paramedic Service Provider Agreement No. A-12329 between the County of Monterey and the City of Carmel-by-the Sea, to extend the term of the agreement for one and a half years, for an aggregate term of October 5, 2012 through June 30, 2028, for the provision of paramedic services in the County of Monterey; and
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not significantly change the scope of services.
SUMMARY:
The Director of Health Services seeks authorization to execute Amendment No. 5 to the Paramedic Service Provider Agreement with the City of Carmel-by-the-Sea to extend the term of the agreement to June 30, 2028, for the provision of paramedic services in the County of Monterey.
DISCUSSION:
The Emergency Medical Services (EMS) Agency is designated under California law by the County of Monterey as the local EMS agency responsible for planning, implementing, and evaluating the local EMS system throughout the County of Monterey. Under California law, no person or organization may provide “advanced life support,” also known as “paramedic services,” unless that person or organization is an authorized part of the emergency medical service system of the local EMS agency.
Accordingly, under California law, a paramedic service provider must have a written agreement with the local EMS agency to participate in the EMS system and to comply with all applicable state regulations and local policies and procedures, including participation in the local EMS agency’s Continuous Quality Improvement (“CQI”) program.
This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2. Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports the following of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved this agreement as to legal form. The EMS Agency leadership team reviewed and supported this item.
FINANCING:
This action has no impact on the General Fund. This agreement does not involve an exchange of funds but supports EMS system operations.
