b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed 10% ($137,889) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to sign a Standard Service Agreement with the Housing Resource Center of Monterey County (HRC) for the provision of permanent housing services for the three-year Proposition 47 Cohort-3 Grant services in the County of Monterey, in the amount of $1,378,890 for Fiscal Year’s (FY) 2022-23 through 2023-26 retroactive to February 16, 2023; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed 10% ($137,889) of the original Agreement amount and do not significantly alter the scope of services.
SUMMARY/DISCUSSION:
The Board of State and Community Corrections (BSCC) awarded a continuing three-year $6,000,000 Proposition 47 Cohort-3 grant to the County of Monterey Health Department, Behavioral Health Bureau. The Grant will continue to focus on individuals in the criminal justice system in need of mental health, substance abuse treatment, and supportive services needed to eliminate barriers to successful reintegration into society and reduce the recidivism rate of people convicted of less serious crimes. In addition, Proposition 47 Cohort-3 will fund permanent housing services for eligible clients.
To provide permanent housing services as specified in the grant application, the Behavioral Health Bureau will continue to work with the Housing Resource Center of Monterey County which was identified as the agency in the grant application. Housing Resource Center of Monterey County has been our services provider since the inception of Proposition 47 Cohort-2 funding and will continue to be our services provider in Cohort-3 providing long-term permanent housing and housing navigation services to eligible clients and their families in the County of Monterey. This Agreement is retroactive to February 16, 2023, due to prolonged contract negotiations and working with the BSCC to execute our State Agreement.
This Agreement contains the County’s standard 30-day “no cause” provision (Section 7.0, Subsection 7.01) and an additional defunding provision (Section 7.0, Subsection 7.03), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the County of Monterey Health Department 2018-22 strategic plan initiative; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically; 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.
FINANCING:
The period of the Grant is from February 16, 2023, to March 30, 2026. This agreement is fully funded by the Proposition 47 Cohort- 3 grant. The grant provides funding for Fiscal Years (FY) 2022-26. The funds for Fiscal Year (FY) 2022-23 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2022-23 adopted budget. The expenditures for Fiscal Years (FY) 2023-24 through 2024-26 will be included in the Department’s requested budget for each fiscal year. Any unused contract authority will be fully budgeted in the subsequent Fiscal Years (FY), through the term of the Agreement.
