RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve the Amendment to the Bylaws of the Emergency Medical Services Committee (EMCC) to create an alternate for each EMCC member and to allow the contracted 911 Exclusive Operating Area (EOA) ambulance provider to be represented on the EMCC.

 

SUMMARY:

The Health Department seeks approval of an Amendment to the Bylaws of the Emergency Medical Services Committee (EMCC) to create an alternate for each EMCC member and to allow the contracted 911 Exclusive Operating Area (EOA) ambulance provider to be represented on the EMCC.

 

DISCUSSION:

The Emergency Medical Services (EMS) Agency is designated under California law by Monterey County as the local Emergency Medical Services Agency responsible for planning, implementing, and evaluating the local EMS system throughout Monterey County.  Monterey County Ordinance No. 5138, amended Chapter 15.40 of the County Code, modified the structure and role of the Emergency Medical Services Agency and established the Emergency Medical Care Committee. 

 

The purpose of this the Amendment to the Bylaws of the EMCC is to allow EMS stakeholder organizations improved representation on the EMCC, to increase the probability of having a quorum of the committee, and to provide the contracted 911 Exclusive Operating Area ambulance provider a voice in decisions of the EMCC.

 

This work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved this Amendment as to legal form.  This Amendment was unanimously approved by the EMCC at its November 9, 2016 meeting and is endorsed by the EMS Director.

 

FINANCING:

This amendment will have no impact on the General Fund Contribution.
