RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Contracts/Purchasing Officer or their designee to execute Amendment No. 4 to Agreement No. A-14944 with GEO Reentry Services, LLC, to extend the term of the Agreement for an additional year through August 31, 2025, increase the Agreement’s amount by $1,344,704, for a total not to exceed amount of $5,992,986, and to include minor updates to the Scope of Services/Payment Provisions, to allow GEO Reentry to continue to provide Day Reporting Center and post incarceration reentry services to adult offenders; and

b.                     Authorize the Contracts/Purchasing Officer or their designee to execute future amendments to the Agreement where the total amendments do not exceed 10% ($599,299) of the Agreement amount and do not significantly change the scope of services, for a not to exceed maximum aggregate amount of $6,592,285.

 

SUMMARY/DISCUSSION:

In June of  2020, the County of Monterey awarded GEO Reentry Services LLC (GEO Reentry) an agreement to operate an adult Day Reporting Center (DRC) and to provide services to adult offenders on probation and/or parole via Request for Proposals #10760.

 

The County of Monterey, Probation Department, entered Standard Agreement No. A-14944 (Agreement) with GEO Reentry for a term of September 1, 2020 through August 31, 2023 for an amount not to exceed $3,013,989 ($1,004,663 per fiscal year) to provide the DRC services. The Agreement has been subsequently amended three times. Amendment No. 1 updated the business location of the DRC. Amendment No. 2 updated the Scope of Services to include post incarceration re-entry services effective July 1, 2021 and increased the Agreement’s amount by $367,152 for an updated total not to exceed amount of $3,381,141. Furthermore, the Agreement was amended on August 28, 2023 through Amendment No. 3 to include minor updates to the Scope of Services/Payment Provisions, extend the Agreement’s term for an additional year through August 31, 2024, and to increase the Agreement’s amount by $1,267,141 for an updated amount not to exceed $4,648,282.

 

The Probation Department (Probation) has a continued need for services and a term extension and an increase in funding are necessary to allow GEO Reentry to continue providing services.

The services provided by GEO Reentry are critical to the operations of Probation and essential for the rehabilitation of offenders under Probation’s Supervision and State Parole. The Agreement with GEO Reentry allows for economy of scale, leverage of funding, and ease of access for the offender clients in a one-stop setting. GEO Reentry uses an evidence-based model designed to assess the criminogenic needs of each client, to reduce individual risk factors, develop individual goals, and make positive life changes. The DRC offers counseling, treatment, life skills classes, and job training to eligible participants and is open seven days a week with a capacity of up to 100 clients per day. Services also include lunch meals and assistance with bus passes. GEO Reentry hosts the DRC and provides re-entry services under a one-one stop setting which allows for treatment and supervision services to be provided under one single location.

 

Amendment No. 4 has been drafted to include minor updates to the Scope of Services/Payment Provisions, extend the term of the Agreement for an additional year through August 31, 2025 and to increase the Agreement’s not to exceed amount by $1,344,704 for an updated Agreement amount not to exceed $5,992,986.

 

Probation recommends the approval of Amendment No. 4 as it will allow GEO Reentry to continue providing services that are vital to the clients’ post-detention rehabilitation journey and support a successful reintegration into the local community.

 

OTHER AGENCY INVOLVEMENT:

Amendment No. 4 was approved by the Office of County Counsel as to legal form and by the Auditor-Controller as to fiscal terms. The Community Corrections Partnership (CCP) who oversees the AB 109 annual plan has recommended continuation of services and funding for FY 24-25.

 

FINANCING:

The associated funding and appropriations in the amount of $1,344,704 for Fiscal Year 2024-2025 are included in the Probation Department’s FY 24-25 Adopted Budget (PRO001 - Unit 8165). Funding for this Agreement is supported by State funding under the Public Safety Realignment Act (AB109) and from an agreement with the California Department of Corrections and Rehabilitation (CDCR). There is no additional cost to the County General Fund with this recommendation.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports key objectives of Economic Development by providing employment training and opportunities to the adult offender population; and Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community.
