RECOMMENDATION:
It is recommended that the Board of Supervisors, approve a Resolution designating County staff positions to authorize and execute documents and applications for the purpose of obtaining financial assistance with the California Office of Emergency Services Fiscal Year 2014 Emergency Management Performance Grant Program.
 
SUMMARY:
Designation of staff positions of the Auditor-Controller, Emergency Services Manager, and      Emergency Services Planner, as Monterey County representatives is required for participation within the California Office of Emergency Services Fiscal Year 2014 Emergency Management               Performance Grant (EMPG) Program.  
DISCUSSION:
The Monterey County Office of Emergency Services will have an opportunity to submit an application to the Federal Emergency Management Agency through the California Office of Emergency Services for the County of Monterey to participate in the 2014 federally funded program aimed at providing assistance to local government emergency management programs such as supporting activities for administrative tasks necessary to maintain the operational area and emergency management responsibilities of a routine nature and specific  activities.  This resolution will designate the local government staff representatives having the authority to execute documents and coordinate with the California Office of Emergency Services on behalf of Monterey County, in regard to the EMPG program.  The designees will execute assurances, applications, documents, and claims for the purposes of obtaining financial assistance.  The federal administrative requirement to designate a staff position by title rather than an individual name will eliminate the need to submit a new Resolution to the Board each time there is a change in personnel.  
 
OTHER AGENCY INVOLVEMENT:
The Office of Emergency Services coordinates application and reporting efforts for the Emergency Management Performance Grant program.  The Office of Auditor-Controller may be required to   validate financial documentation, and to receive and distribute funds.  
 
FINANCING:
The Office of Emergency Services is funded in Budget 1050/8056/CAO005/EMPG. Monterey County projected allocation is $214,146.  The Emergency Management Performance Grant is a 50% local matching fund.  A request to increase revenue and appropriations will be submitted for Board approval when actual funding is received.  Approval of recommended actions will have no impact on budgeted General Fund Contribution.
