RECOMMENDATION:
It is recommended that the Budget Committee:
a. Support request to amend the Fiscal Year (FY) 2023-24 Department of Emergency Management Adopted Budget 001-1040-8588-DEM001 to add 1.0 FTE Emergency Services Manager (Chief Resilience Officer); and
b. Support authorizing the Auditor-Controller and County Administrative Office to incorporate the position changes in FY 2023-24 Department of Emergency Management Adopted Budget 001-1040-8558-DEM001; and
c. Support directing Human Resources to implement the changes in the Advantage Human Resource Management module (HRM) system.
SUMMARY:
The Department of Emergency Management (DEM) applied for and was notified on July 25, 2023, of approval for the Prepare CA JumpStart Initiative #JS22-010 Grant. The grant awarded funding for a Chief Resilience Officer that will increase DEM’s capacity to develop local initiatives that foster resilience and mitigation project scoping, as well as planning, activities, and outreach for mitigation, preparedness, and recovery. DEM was awarded funds in the amount of $993,038 over a 5-year performance period spanning from August 1, 2023, through June 30, 2028. DEM is requesting the allocation of 1.0 FTE Emergency Services Manager to address the increasing workload and complexity of operations associated with the Community Resilience Plan and Prepare California Jumpstart Initiative Grant.
DISCUSSION:
The County of Monterey has experienced significant widespread damage from a succession of winter storms and is in the process of managing several disaster and pandemic events. County staff is actively working with CalOES to restore critical county infrastructure to previous conditions. Funds awarded under the Prepare CA JumpStart Initiative grant will be utilized to fund DEM’s deployment of a Chief Resilience Officer (Emergency Services Manager).
The Chief Resilience Officer will work as the County lead in bridging the gap between Monterey County’s Emergency Management, Climate Adaptation and Sustainability, Health Equity, and Housing and Community Development Programs to ensure that resilience initiatives are mutually reinforcing, cost effective, efficient in reducing risks, and increase the ability of the community to withstand long-term impacts of climate change. The Chief Resilience Officer will develop “shovel ready” projects in high hazard exposure and socially vulnerable areas and pursue project scoping that leads to Hazard Mitigation Assistance (HMA), Hazard Mitigation Grant Program (HMGP), Building Resilient Infrastructure and Communities (BRIC), and/or Flood Mitigation Assistance (FMA) program sub applications. This position will be a valuable resource in aiding the County by providing ongoing assistance and sharing available resources to the community affected by the winter storms, such as the Pajaro community.
OTHER AGENCY INVOLVEMENT:
The Human Resources Department has reviewed and approved the Request to Classify (RTC) and supports the recommendation.
FINANCING:
There will be no impact on the General Fund from this action. The Chief Resilience Officer will manage and administer the grant. The cost estimated for FY 2023-24 is $198,000 and will be funded on an ongoing basis by the CalOES Prepare CA Jumpstart Initiative #JS22-010 Grant award of $993,038 through FY 2027-28. The Prepare CA Jumpstart Imitative Grant does not require financial leveraging through other federal, state, or local funds or other social investments. The position is fully contingent on grant funding and as such, continued employment beyond the end date of the performance period is dependent on the Chief Resilience Officer’s ability to secure additional grant funding.
