Title

Adopt an ordinance amending Chapter 2.68 of the Monterey County Code to update and clarify the membership of the Monterey County Disaster Council, establish a Monterey County Operational Area Emergency Management Advisory Committee, and make minor non-substantive changes in language.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt an ordinance amending Chapter 2.68 of the Monterey County Code to update and clarify the membership of the Monterey County Disaster Council, establish a Monterey County Operational Area Emergency Management Advisory Committee, and make minor non-substantive changes in language.

 

SUMMARY:

Chapter 2.68 of the Monterey County Code provides for the preparation and carrying out of plans for the protection of persons and property under County jurisdiction in the event of an emergency; the direction of the emergency organization; and the coordination of the emergency functions of County government with all other public agencies, corporations, organizations, and affected private persons.

 

Chapter 2.68 also establishes a Monterey County Disaster Council to consider emergency mutual aid plans and agreements and make recommendations to the Board of Supervisors.  The makeup of the Disaster Council is identified in the County Code.  This ordinance amends the existing code to clarify and update the positions that comprise the Disaster Council.  Additionally, the ordinance amends Chapter 2.68 to establish the Monterey County Operational Area Emergency Management Advisory Committee (Committee).   As proposed, the committee would meet to consider countywide emergency management plans and procedures and issue recommendations thereon to the Disaster Counsel through the Office of Emergency Services.  Membership of the Committee is proposed to include emergency managers from the cities, special districts, and educational institutions within the County, as well as key utilities, county staff, staff of the Office of Emergency Services, and others as identified by the Deputy Director of Emergency Services.

 

 

DISCUSSION:

Minor non-substantive changes have also been incorporated into the current draft ordinance before the Board of Supervisors.

 

The ordinance was introduced on July 13, 2021 and is scheduled for consideration by the Board of Supervisors for adoption on July 27, 2021

 

The proposed ordinance is attached to this report as Attachment 1.  Additionally, a redlined version of the ordinance showing the proposed changes against current Chapter 2.68 is attached as Attachment 2. Staff has also attached a copy of the current version of Chapter 2.68 as Attachment 3. 

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the ordinance as to form.

 

FINANCING:

The proposed amendment to Chapter 2.68 will not incur additional expenses.
