RECOMMENDATION:
 
It is recommended the Board of Supervisors authorize the Purchasing Manager for Natividad Medical Center (NMC) to execute Amendment No. 2 to the Agreement (BSC1844) with USA Mobility Wireless Inc. for Pager Services at NMC, extending the Agreement to June 30, 2013 and adding $60,000 for Fiscal Year (FY) 2012-13 for a revised total Agreement amount not to exceed $160,000 in the aggregate.
 
SUMMARY/DISCUSSION:
 
USA Mobility Wireless Inc has provided NMC hospital employees (including Physicians and other patient care providers) internet capable Pager Services since July of 2010. These services provide for constant 24/7 communication between the hospital and providers for patient care. Examples of the services include, NMC notifying the physician of a patients critical care needs such as medication adjustment, patient condition change, patient discharge and patient transfers, as well as providing patient care technicians, information regarding the need for movement of portable equipment to a patient, in order to provide emergency critical care. Also included in the services are pagers to hospital maintenance personnel and administrators, who are "on call" after normal business hours, to meet NMC's emergency needs. Also, parents whose children are receiving services, can be provided with "in house notification pagers" in order be contacted as to the status of pediatric care.
 
Many physicians' "on call" duties include a specific response time (20 minutes maximum) to the hospital in order to meet patient care needs. Physicians are often paged and requested to meet State regulatory organizations i.e. The County Health Department and California Title 22. These organizations regulate State and Federal Health Information Management requirements, insuring Medicaid, Medi-Cal and private insurance reimbursement rates to the Hospital.
 
USA Mobility Wireless is a preferred vendor for these services because of their extensive experience with other Hospital and Medical Care Providers. The services allow for best range coverage to meet healthcare provider distance requirements of NMC throughout Monterey, Santa Cruz, Santa Clara, San Luis Obispo and San Benito Counties. These services are scheduled to be reviewed and a Request for Proposal completed during fiscal year 2012/13 for services beginning June of 2013.
 
OTHER AGENCY INVOLVEMENT:
 
County Counsel has reviewed and approved this Amendment as to legal form and risk provisions.  Auditor-Controller has reviewed and approved this Amendment as to fiscal provisions.  The Amendment has also been reviewed and approved by Natividad Medical Center's Board of Trustees.
 
FINANCING:  
 
The cost for this Amendment is $60,000 and is included in the Fiscal Year 2012/2013 Recommended Budget. There is no impact to the General Fund.
