Amend the Housing and Community Development (HCD) Fiscal Year (FY) 2026-27 Adopted Budget to increase appropriation by $11,076.80 in the Castroville-Pajaro Housing Successor Fund, Services and Supplies (1531-310008-61000) funded by an Operating Transfer In from the County Administrative Office (1001-105014) (4/5th vote required);
b. Amend the County Administrative Office (CAO) FY 2026-27 Adopted Budget to increase appropriations by $11,076.80 in General Fund, Other Financing Uses, Other Charges (1001-105014-70000) funded by insurance settlement funds received by the County for the 2023 winter storms (4/5th vote required); and
c. Authorize and direct the Auditor-Controller and County Administrative Office to incorporate the changes in the FY2026-27 HCD Adopted Budget 1531-310008, Castroville-Pajaro Housing Successor and the FY2026-27 CAO Adopted Budget 1001-105014, Other Financing Uses. (4/5th vote required)

RECOMMENDATION:
a. Amend the Housing and Community Development (HCD) Fiscal Year (FY) 2026-27 Adopted Budget to increase appropriation by $11,076.80 in the Castroville-Pajaro Housing Successor Fund, Services and Supplies (1531-310008-61000) funded by an Operating Transfer In from the County Administrative Office (1001-105014) (4/5th vote required);

SUMMARY:
In March 2023, the County owned affordable housing units known as Kent’s Court was flooded forcing the evacuation of the tenants. During the evacuation period, the tenants were responsible for maintaining the utility hookups even though they could not return to their homes for several weeks. The County submitted those receipts to the insurance company on behalf of the tenants for consideration of reimbursement, which was approved.
DISCUSSION:
The tenants of Kent’s Court were evacuated in March 2023 due to the Pajaro River levee breach and subsequent flooding of the area. The property was uninhabitable from March 11th through July 2023. During this time the residents continued to pay their utility connection fees. Records of these payments were turned over to the County to be included in the insurance claim. The funds were eventually reimbursed to the County, which has been verified by Risk Management and Budget Office staff. These funds are available to be transferred to HCD to the Castroville-Pajaro Housing Successor’s budget, 1531-310008.

FINANCING:
