a. SUMMARY:

In March 2023, the County owned affordable housing units known as Kent’s Court was flooded forcing the evacuation of the tenants.  During the evacuation period, the tenants were responsible for maintaining the utility hookups even though they could not return to their homes for several weeks.  The County submitted those receipts to the insurance company on behalf of the tenants for consideration of reimbursement, which was approved.

 

DISCUSSION:

The tenants of Kent’s Court were evacuated in March 2023 due to the Pajaro River levee breach and subsequent flooding of the area.  The property was uninhabitable from March 11th through July 2023.  During this time the residents continued to pay their utility connection fees.  Records of these payments were turned over to the County to be included in the insurance claim.  The funds were eventually reimbursed to the County, which has been verified by Risk Management and Budget Office staff.  These funds are available to be transferred to HCD to the Castroville-Pajaro Housing Successor’s budget, 1531-310008.

The County Administrative Office and the County Counsel have reviewed and approve of the actions.

FINANCING:

Funds received from the insurance claim are available for reimbursement of the tenant’s utility bills. The CAO (1001-105014) will provide an Operating Transfer Out to HCD (1531-310008).
