RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or the Assistant Director of Health to sign a Renewal and Amendment No. 1 with the County of San Benito for the provision of nutrition education, physical activity resources, and training to students, parents, and community partners, extending the agreement for an additional one (1) year, for the revised retroactive term of July 22, 2022, through September 30, 2023, and adding $219,478 to increase the maximum contract liability to $669,478.

 

SUMMARY/DISCUSSION:

The CalFresh Healthy Living (CFHL) program provides Supplemental Nutrition Assistance Program- Education (SNAP-Ed) to eligible low-income community members through nutrition education and obesity prevention activities and interventions. CFHL works to address high obesity rates in California among children, adolescents, and adults.

 

CFHL promotes healthy eating habits and a physically active lifestyle to all community members. CFHL equips our community members with nutrition information and opportunities as early as possible to improve their health throughout life. CFHL achieves these goals through engagement with SNAP-eligible community members and by collaboratively working with local agencies and partners to incorporate physical activity education and healthy food and beverage education into the lives of students, adults, and seniors in a variety of settings.

 

To achieve our community change goals, enhance nutrition education, and increase consumption of healthy foods regionally, a subcontract with the County of San Benito CFHL program was executed in 2020. California Department of Public Health provides funding to the County of Monterey as the lead agency to provide oversight for the County of San Benito CFHL subcontract. County of San Benito staff will provide nutrition education, physical activity resources, and training to students, parents, and community partners in San Benito County. The County of San Benito CFHL program will provide nutrition education and technical assistance to partner school district wellness councils using the approved curriculum, train on smarter lunchroom practices, train and provide resources for food service staff, and support and share resources and materials with school wellness partner agencies.

 

The County of San Benito will work with youth-supporting organizations to develop and implement healthy food policies at a variety of sites and to host and/or participate in a collaboration with partner organizations to implement healthy eating strategies and activities across multiple programs. The start date of the amendment is Oct. 1, 2022.  This agreement is late in being brought forward to the Board of Supervisors due to staffing shortages and prioritization of other agreements related to the COVID-19 response.

 

This work supports the County of Monterey Health Department 2018-2022 Strategic Plan Goals: 1. Empower the community to improve health; and 2. Enhance community health and safety through prevention. It also supports two of the ten essential public health services, specifically: 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; and 4. Strengthen, support, and mobilize communities and partnerships to improve health.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

There is no impact on the General Fund from the approval of this action.  This Agreement is funded by the CalFresh Healthy Living program grant.  Appropriations for FY 2022-23 are included in the Health Department's (HEA003-8124) FY 2022-23 Adopted Budget.
