RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Military & Veterans Affairs Office to execute funding agreement 19XS0018 with the California Department of Veterans Affairs to receive $49,000 in Proposition 63 - Mental Health and Services Act funding to provide metal health outreach services to local veterans on behalf of the County retroactive to July 1, 2019 through June 30, 2020;

b. Authorize the Director of the Military & Veterans Affairs Office to sign up to three (3) amendments to this funding agreement where the amendments do not significantly change the scope of work;

c. Approve an increase in appropriations and estimated revenues of $49,000 for the Military and Veterans Affairs Budget Unit 001-5010-SOC003-8260 FY 2019-20 Adopted Budget (4/5ths vote required); and

SUMMARY/DISCUSSION:

The Military and Veterans Affairs Office (MVAO) has been awarded one-time State funding of $49,000 from the California Department of Veterans Affairs (CalVet) under Proposition 63 to provide mental health outreach services to local veterans between July 1, 2019 and June 30, 2020.

 

MVAO submitted a proposal to provide local veterans with expanded mental health outreach services using Proposition 63 funding.  The expanded services include Transition Assistance Program (TAP) outreach and counseling, Veteran Treatment Court (VTC) outreach, and increased support for the Homeless Veterans Stand Down in 2020.  Prop 63 funding will be used to provide claims assistance/benefits counseling and support for mental health outreach services at the locations above.  The funding will allow MVAO to expand services to an additional 900 veterans annually, many of which include Monterey County’s most vulnerable veterans.  Services provided under Proposition 63 funding will be tracked using the State approved veterans’ professional database (VetPro).  

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Contracts/Purchasing have reviewed and approved this agreement.  County Counsel has approved the agreement as to form

 

FINANCING:

The Department’s recommendation is to increase appropriations and estimated revenues of $49,000 for the MVAO Budget Unit 001-5010-SOC003-8260 in the FY 2019-20 Adopted Budget.  The increase in appropriations/revenues is based upon new funding agreement received from CalVet providing Prop 63 funding for mental health outreach services.  There is no change to the existing General Fund Contributions in this budget unit. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This action correlates to the Administration and Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to receive State funding to provide services to veterans in Monterey County.
