RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.   Approve and authorize the Director of Health to sign a three-year Mental Health Services Agreement with Peacock Acres, Inc. for transitional supported housing services in the amount of $176,028 for Fiscal Year (FY) 2012-13, $176,028 for FY 2013-14, and $176,028 for FY 2014-15, for a total Agreement in the amount of $530,184; and
b.   Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work or result in an increase to County General Fund Contribution.
 
SUMMARY/DISCUSSION:
Since Fiscal Year 2006-07, the Monterey County Health Department, Behavioral Health Bureau, has contracted with Peacock Acres, Inc. for the provision of supported transitional housing for young males (ages 16 to 21) who are participating in one of Behavioral Health's Juvenile Justice treatment programs, including those discharged from the Probation Department's Youth Center.  In addition to supported housing, youth are served in the "Full Service Partnership" model as required by Mental Health Services Act funding, which includes an array of services such as educational/vocational, social and community supports as well as therapeutic and psychiatric services, when needed.
This renewal Agreement will assure continuation of these services for an additional three year term beginning July 1, 2012 through June 30, 2015.
 
This Agreement contains the County's standard 30-day "no cause" provision (Section IV, B) and an additional defunding provision (Section IV, D) which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions. The Agreement is on file with the Clerk of the Board.  
 
FINANCING:
This Agreement is funded by Mental Health Services Act funds.  The funds for this Agreement ($176,028) are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2012-13 Recommended Budget.  Approval of this action has no impact on the County General Fund.
