RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the acceptance of three Ford E450 buses from Monterey Salinas Transit totaling a fair market value amount of $35,700 by the Monterey County Sheriff’s Office.
SUMMARY/DISCUSSION:
Monterey-Salinas Transit District was created by state Law AB644 and formed July 1, 2010. The district succeeds Monterey-Salinas Transit Joint Powers Agency formed in 1981 when the City of Salinas joined the Monterey Peninsula Transit Join Powers Agency which was formed in 1972.
Current members of the district are the Cities of Carmel, Del Rey Oaks, Gonzales, Greenfield, King City, Marina, Monterey, Pacific Grove, Salinas, Sand City, Seaside, Soledad, and the County of Monterey. A board of directors with a representative from each member jurisdiction governs the agency and appoints the general manager.
Monterey-Salinas Transit serves an approximate population of 432,858 people in 161 square miles of service area. Monterey-Salinas Transit provides 36 routes to its riders and employes 236 people. There are 39 vehicles in its fleet.
In the Spring of 2024, Monterey-Salinas Transit stated they had a total of three buses to donate to The Monterey County Sheriff’s Office. One of these Ford E-450 buses would be added to the Monterey County Sheriff’s Office Transportation Unit fleet, as they are in need of an additional ADA-Compliant van.
One Ford E-450 bus would be used to transport personnel to special events and emergency command posts.
One Ford E-450 bus would used to evacuate citizens in case of natural disasters and/or emergency situations.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller’s Office has provided guidance on the accounting treatment of the In-kind donations following GASB Statement No. 33.
FINANCING:
The Sheriff’s Office is in acceptance of three Ford-E450 buses totaling a fair market value amount of $35,700. There will be no impact to the General Fund with this action in the current fiscal year. Cost of maintenance of the donated assets will be included in the future budget requests.
