a. Approve a Professional Services Agreement with TRC Engineers, Inc. to provide bridge design services for Hartnell Road Bridge Replacement, County Bridge No. 209, under Request for Qualifications #10490, in an amount not to exceed $554,470 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Approve a Professional Services Agreement with TRC Engineers, Inc. to provide bridge design services for Johnson Road Bridge Replacement, County Bridge No. 106, under Request for Qualifications #10490, in an amount not to exceed $579,267 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
c. Authorize the Contracts/Purchasing Officer to execute the Professional Services Agreements and future amendments that do not significantly alter the scope of work or change the approved amount of the Agreements.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Professional Services Agreement with TRC Engineers, Inc. to provide bridge design services for Hartnell Road Bridge Replacement, County Bridge No. 209, under Request for Qualifications #10490, in an amount not to exceed $554,470 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Approve a Professional Services Agreement with TRC Engineers, Inc. to provide bridge design services for Johnson Road Bridge Replacement, County Bridge No. 106, under Request for Qualifications #10490, in an amount not to exceed $579,267 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
c. Authorize the Contracts/Purchasing Officer to execute the Professional Services Agreements and future amendments that do not significantly alter the scope of work or change the approved amount of the Agreements.
SUMMARY/DISCUSSION:
In order to expedite project delivery, the Resource Management Agency (RMA) - Public Works has started to group similar projects together and hire one consultant team to move these projects through the design, environmental, permitting, and right of way phases simultaneously. Grouping similar projects increases efficiency, provides economies of scale, and allows County staff to manage multiple projects through to completion.
To this end, Request for Qualifications (RFQ) #10490 was issued for five (5) projects: Gonzales River Road Bridge Replacement, County Bridge No. 309, Bradley Road Bridge Scour Repair, County Bridge No. 448, Robinson Road Bridge Scour Repair, County Bridge No. 503, Hartnell Road Bridge Replacement, County Bridge No. 209, and Johnson Road Bridge Replacement, County Bridge No. 106. As a result of this competitive process, a design team headed by TRC Engineers, Inc. (TRC) (design) and including Quincy Engineering (design support), LSA Associates, Inc. (environmental & permits), Parikh Consultants, Inc. (geotechnical), WRECO (hydrology), and Whitson and Associates, Inc. (survey & right of way) were selected.
The County and TRC have negotiated Professional Services Agreements (PSAs) costs for the Hartnell Road Bridge Replacement (Attachment 1) in an amount not to exceed $554,470, and for the Johnson Road Bridge Replacement (Attachment 2) in an amount not to exceed $579,267. The location of these two projects are identified in Attachment 4.
The Board of Supervisors approved the other three PSAs with TRC on March 10, 2015 for the Gonzales River Road Bridge Replacement in an amount not to exceed $999,823, for the Bradley Road Bridge Scour Repair in an amount not to exceed $495,247, and for the Robinson Road Bridge Scour Repair in an amount not to exceed $496,669.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller have reviewed and approved the PSAs for Hartnell Road Bridge Replacement, and Johnson Road Bridge Replacement as to form and legality, and fiscal provisions, respectively.
FINANCING:
There is no impact to the General Fund. The County has secured Federal Highway Administration (FHWA) funding for the identified priority bridge projects as outlined in Attachment 3, Project Budgets. The Adopted Fiscal Year 2014-15 includes funding to initiate project design services. Fiscal Years 2015-19 will incorporate the remaining costs for these multi-year projects. The total estimated cost of each Project, including engineering, environmental and construction is as follows: Hartnell Road Bridge Replacement, $2,858,463; and Johnson Road Bridge Replacement, $2,884,573. Each project is partially funded (88.53%) by the FHWA Highway Bridge Replacement and Rehabilitation (HBRR) Program. Additional funds (11.47%) are provided by either the HBRR Toll Credit or Gas Tax.
