RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Accept the Annual Progress Report for the 2010 General Plan implementation (Attachment B) pursuant to Government Code Section 65400;
b.      Accept the Annual Housing Progress Report for the 2009-2014 Housing Element Implementation (Exhibit 2 of Attachment B) to comply with State Department of Housing and Community Development requirements; and
c.      Authorize the RMA-Director of Planning to submit the progress reports to the State Office of Planning and Research and State Department of Housing and Community Development.
 
 
SUMMARY:
Government Code Section 65400 (a)(2) requires local agencies to prepare and submit to the Board of Supervisors, State Office of Planning and Research (OPR), and the State Department of Housing and Community Development (HCD) annual progress reports on the status and implementation of the General Plan and status of compliance with the current Housing Element.  Progress reports must conform to specific content requirements and be submitted to OPR and HCD in April of each year.  Resource Management Agency - Planning is responsible for preparing the Annual Progress Report for the County's 2010 General Plan Implementation (GPI).  The County's Housing Office, with assistance from the Resource Management Agency (RMA), is responsible for preparing the Annual Progress Report for the 2009-2014 Housing Element Implementation (HEI).

CEQA:
The recommended progress reports are not projects as defined by the California Environmental Quality Act (CEQA), Guidelines Sections 15060(c) (3) and 15378.  These reports are an administrative activity that will not result in direct or indirect physical changes to the environment.  They are for information purposes only.  Activities identified in these reports implement policies of the 2010 General Plan and the 2009 Housing Element, which are projects that were subject to CEQA review.
 
 
OTHER AGENCY INVOLVEMENT:
RMA and the RMA - Planning's Long Range Planning Team staff coordinate closely with the other land use departments on specific ordinances, activities and programs as required for implementation of the 2010 General Plan.  The Housing Office, which is now part of the Economic Development Department, and the RMA jointly implement the Housing Element.  In addition, the County Counsel's office is actively participating in the legal review of ordinances and plans.
 
FINANCING:
This report is prepared by staff and has no impact to the County General Fund.  Implementation of the 2010 General Plan involves developing multiple ordinances and programs.  County staff is developing these documents with other agencies (e.g. MCWRA) and outside technical assistance where needed.  In 2012, the Board of Supervisors approved a multi-year contract with EMC Planning Group to provide professional services that would help staff complete certain tasks by June 2015.  Additionally, the Department of Energy awarded an Energy Efficiency Community Development Block Grant (EECDBG) that assisted in the development and implementation of Alternate Renewable Energy programs and ordinances. Implementation of the Housing Element relates to activities being undertaken by both the Economic Development Department (Housing Office) and RMA-Planning.  A state requirement to update the Housing Element by December 2015 will be addressed separately.  In addition, technical support for additional implementation tasks will be addressed separately.
