SUMMARY/DISCUSSION:
The Homelessness Strategies and Initiatives Division (CAO-HSI) of the County Administrative Office is tasked with developing, coordinating, and managing the County’s efforts to address homelessness. This includes creating a comprehensive strategic plan, setting priorities, and overseeing the County’s interdepartmental and inter-agency response to homelessness. The Division is responsible for planning, organizing, managing, evaluating, and implementing countywide initiatives, programs, services, and policies aimed at reducing homelessness. To achieve this, it works closely with state and local agencies, non-profits, and community groups to identify, develop, and evaluate solutions that mitigate the impact of homelessness in its various forms.
This presentation is intended to update the Board of Supervisors on CAO-HSI’s activities since its establishment in 2022 and highlights key initiatives, actions, and functions of the Division, emphasizing its significance and progress toward the overarching goal of reducing homelessness in Monterey County.
BACKGROUND:
Referral No. 2021.23 was submitted by Supervisor Alejo on October 29, 2021, and assigned by the County Administrative Office on November 2, 2021. The referral sought to create a new management position of Director of Homeless Strategies and Solutions whose function would be to develop, coordinate and implement strategies to address homelessness in Monterey County. The Human Resources Department conducted a classification and labor market study with the County’s comparable agencies and identified four (4) counties with classifications that are responsible for strategic homeless services, and on February 1, 2022, the Board of Supervisors approved the amendment to Personnel Policies and Practices Resolution (PPPR) No. 98-394 Appendix A and B to create the classification of County Homeless Services Director. The appointee for this position joined the County on July 18, 2022, and began the development the Homelessness Strategies and Initiatives Division of the County Administrative Office.
This division is currently composed of the Director of Homeless Services, two Management Analyst IIs, one Management Analyst I, and is supported by one Sr. Secretary that is shared with other programs in the County Administrative Office.
OTHER AGENCY INVOLVEMENT:
The Homelessness Strategies and Initiatives Division partners with departments within the County structure (Health, Social Services, Public Works, Housing and Community Development, County Counsel, Probation, Sheriff’s Office, Public Defenders, Water Resource Agency, etc.), Superior Court, Housing Authority of the County of Monterey, County of Santa Cruz, Coalition of Homeless Services Providers, State of California, and the Cities of King, Salinas, Watsonville, and Soledad.
FINANCING:
This presentation does not impact County General Funds.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The Homelessness Strategies and Initiatives Division facilitates the improvement of health and quality of life through County supported policies, programs, and services, promoting access to equitable opportunities for healthy choices and healthy environments in collaboration with communities.
