RECOMMENDATION:

It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health Services or designee to execute a revised Mental Health Services Agreement A-16990 with Centro Binacional para el Desarrollo Indigena Oaxaqueño (CBDIO) to increase the total Agreement amount for a revised amount of $371,474 for the same term of July 1, 2024 through June 30, 2025.

SUMMARY/DISCUSSION:

On July 9, 2024 the County Board of Supervisors approved the Mental Health Services Agreement template A-16990 with Centro Binacional para el Desarrollo Indigena Oaxaqueño (CBDIO) in the total Agreement amount of $250,000 for the term July 1, 2024 to June 30, 2025 for the provision of Maternal Mental Health Prevention and Early Intervention services and supports which are designed to prevent Perinatal Mood and Anxiety Disorders (PMAD) from developing, and if present provide effective treatment. 

The Agreement, in its entirety, is being presented to the Board of Supervisors for approval because while the Agreement was in process of being assembled, both parties negotiated an increase to the total Agreement amount from $250,000 to $371,474.

This work supports one of the County of Monterey Health Department’s 2018-2024 Strategic Plan Goal(s): 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and Auditor-Controller have reviewed and approved this request as to legal form and fiscal provisions respectively. 

FINANCING:

This Agreement is funded by Mental Health Services Act Prevention and Early Intervention (MHSA PEI) revenues (100%). The funds for this Agreement ($371,474.00) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2024-25 Requested Budget.
