RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services or designee to sign Amendment No. 1 to Agreement A-16554 with Jump Technology Services, LLC to provide license and subscriptions to CAPSTONE software for Aging and Adult Services Information, Referral, and Assistance staff, adding $24,000 for a new contract total of $60,000 and extend the term by two years for a new agreement term of October 1, 2023 through September 30, 2028; and

b. SUMMARY:
The Department is looking to continue its use of CAPSTONE software to support Aging & Adult Services (AAS) Information, Referral, and Assistance (IRA) staff with data documentation, reporting, and referral monitoring for IRA and Aging and Disability Resource Connection (ADRC) services.


DISCUSSION:
The CAPSTONE software offered by Jump Technology Services, LLC provides a robust case management system for documenting, monitoring, and reporting of referrals initiated from constituent calls made to the IRA and ADRC teams. In addition, the software assists with updating resources listed in our Aging and Disability Resource Guide and offers a searchable public-facing resource database.

 

Aging and Adult Services is often the initial point of contact for customers seeking information about services for older adults and people with disabilities. The IRA program specializes in providing person-centered information on available community resources to individuals of all ages and income levels. The IRA program in partnership with the Monterey County Area Agency on Aging (AAA) and the Central Coast Center for Independent Living (CCCIL) from the Monterey County Aging Disability Resource Connection (ADRC). Services include providing comprehensive resource information, short-term service coordination, and support while transitioning from hospital to home or skilled nursing center.


OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions, and Information Technology as to data privacy and security.


FINANCING:
This agreement is funded through the California Department of Aging (CDA) Aging and Disability Resource Connection (ADRC) Infrastructure Grant allocation.  Sufficient appropriations and estimated revenues in the Area Agency on Aging 1001-501010-SOC107 are included in the FY 2026-27 Adopted Budget and FY 2027-28 will incorporate total appropriations and revenues in the corresponding future budget.


BOARD OF SUPERVISORS STRATEGIC PLAN GOALS: 
This agreement correlates to the Well-Being and Quality of Life Strategic Plan Goal adopted by the Board of Supervisors by providing tools for social workers to document and coordinate community resources that are available to support older adults and those with disabilities.
