RECOMMENDATIONS:

It is recommended that the Board of Supervisors:

a.                     Adopt a Mitigated Negative Declaration for the Bradley Road Bridge Scour Repair Project, Project No. 3852, Federal Aid Project No. BRLO - 5944 (100);

b.                     Adopt a Mitigation Monitoring and Reporting Program with 53 mitigation measures;

c.                     Authorize the Resource Management Agency (RMA) - Public Works, Facilities & Parks to proceed with finalizing the design the Bradley Road Bridge Scour Repair Project: and

d.                     Authorize the RMA Director or the RMA Deputy Director of Public Works & Facilities to acquire Right of Way for the Bradley Road Bridge Scour Repair Project

 

SUMMARY/DISCUSSION:

The proposed Bridge Scour Repair Project (Project) on Bradley Road is to address existing scour issues by installing scour protection on the substructure of the Bradley Road Bridge (Bridge No. 44C-0050). The proposed scour project on the existing bridge over Salinas River will upgrade the bridge to meet current Caltrans bridge standards. 

 

The bridge is located approximately 5 miles north of the Monterey County/San Luis Obispo

County border, just west of Bradley and approximately 1/4 miles east of U.S. Route 101 (US-101).  Bradley Road is an existing two-lane road (one lane in each direction) that is classified by the California Road System (CRS) Maps as a Minor Collector. The bridge was originally constructed in 1931 and widened in 1954.  The existing bridge is approximately 1,668 feet (ft) long by 27 ft wide. The existing bridge is a twenty-four-span steel truss and concrete girder bridge.  Overall, the existing bridge is in fair condition with minor deterioration. However, the bridge has a history of scour at the concrete piers in the low-flow channel of the Salinas River. Scour is currently undermining the foundations of bridge piers 16 through 19.

 

An Initial Study and a Mitigated Negative Declaration (IS/MND) have been prepared pursuant to the requirements of the California Environmental Quality Act (CEQA) to assess potential environmental impacts of the Bradley Road Bridge Repair Project.  A Notice of Intent to Adopt an Initial Study/Mitigated Negative Declaration was filed with the Monterey County Clerk on December 10, 2019.  The document was circulated for a 37-day public review period from December 10, 2019 to January 17, 2020.   No comments were received on the IS/MND. 

 

A Mitigation Monitoring and Reporting Program was prepared to adequately monitor and mitigate all potential impacts that may result from this Project.

 

OTHER AGENCY INVOLVEMENT:

The County of Monterey is the Lead Agency for the CEQA clearance of the Project and Caltrans is the lead agency for the National Environmental Protection Act (NEPA) clearance. The Resource Management Agency - Public Works, Facilities & Parks prepared and circulated an Initial Study and Mitigated Negative Declaration through the California State Clearinghouse.  The Planning Commission considered the project as part of the Capital Improvement Program (CIP) and found it to be consistent with the General Plan.

 

FINANCING:

The total estimated Project cost, including engineering, environmental, and construction is $3,779,836.  The Project is funded mostly by the Federal Highway Administration (FHWA) Highway Bridge Replacement and Rehabilitation (HBRR) Program (88.53%) and by the State Toll Credit fund (11.47%).  Additionally, Measure X funds were programmed for preliminary engineering phase of the Project, in the amount of $37,314, in the event HBRR funds are not sufficiently allocated and reimbursed by FHWA to cover all the staff costs to manage the Project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The bridge improvements will result in the implementation of scour countermeasures to protect the substructure of the Bradley Road Bridge (Bridge No. 44C-0050) over the Salinas River.  The recommended action supports the Board of Supervisors’ (BOS) Strategic Initiatives as indicated below:
