a.  Adopt a Resolution to Amend Fiscal Year (FY) 2015-16 Health Department Budget 4000-HEA006-8109 to reallocate one (1) 1.00 FTE Business Technology Analyst II (BTAII) to one (1) 1.00 FTE Epidemiologist II (EPIII); and

b. Direct the County Administrative Office to incorporate the approved changes in the FY 2015-16 Adopted Budget and the Human Resources Department to implement the changes in the Advantage HRM System.

 

Report

RECOMMENDATION:

It is recommended effective March 5, 2016, the Board of Supervisors take the following actions:

a.        Adopt a Resolution Amend Fiscal Year (FY) 2015-16 Health Department Budget 4000-HEA006-8109 to reallocate one (1) 1.00 FTE Business Technology Analyst II (BTAII) to one (1) 1.00 FTE Epidemiologist II (EPIII); and

a.                     Direct the County Administrative Office to incorporate the approved changes in the FY 2015-16 Adopted Budget and the Human Resources Department to implement the changes in the Advantage HRM System.

 

SUMMARY/DISCUSSION:

The Health Department recommends to reallocate one (1) 1.00 FTE Business Technology Analyst II position and to one (1) 1.00 FTE Epidemiologist II (EPIII) to better meet the Health Department’s needs. 

 

The Monterey County Health Department Emergency Medical Services Agency (EMSA) currently has an authorized 1.00 FTE Business Technology Analyst II (BTA II).  However, this position is no longer necessary because business technology services are provided the EMS Agency by the Health Department Information Technology Unit (HDIT).  EMSA needs a position to meet its statutory responsibility to assure quality within the Monterey County EMS System, which includes reviewing and analyzing complex clinical and operational performance data submitted by each fire department, hospital, and ambulance provider in the 911 system.  EMSA is also responsible for assuring contract compliance with the contracted 911 ambulance provider. Current staff do not have the statistical development and analysis expertise necessary to meet these requirements. New State Law (AB1229) requires all EMS service providers to submit electronic patient care records to the EMS agency, through an EMS data system, thus we now need someone with the skill set to analyze this data.

 

While this work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: (6) Enforce laws and regulations that protect health and ensure safety and (7) link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

Human Resources Department has reviewed and agrees with the recommendation.  This request was supported by the Board of Supervisor’s Budget Committee on February 24, 2016.

 

FINANCING:

There are sufficient appropriations and revenues in the Health Department's FY 2015-16 HEA006-8109 Adopted Budget to accommodate this recommendation, and there is no General Fund Contribution resulting from this Board action.  The salary range for the FTE BTA II is  $1,140 to $1,608 less than the salary range for the FTE Epidemiologist II, resulting in a salary savings $3,420 and $4,824 for FY 20215-16.
