a. Approve and authorize the Director of Health to sign a three fiscal year term (FY 2012-13, 2013-14 and 2014-15) Mental Health Services Agreement with Pajaro Valley Prevention and Student Assistance, Inc. in the amount of $260,000 per fiscal year, for a total of $780,000 for the period July 1, 2012 through June 30, 2015; and
b. Authorize the Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) of the annual amount, which does not significantly alter the scope of work or result in an increase to General Fund Contribution.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health to sign a three fiscal year term (FY 2012-13, 2013-14 and 2014-15) Mental Health Services Agreement with Pajaro Valley Prevention and Student Assistance, Inc. in the amount of $260,000 per fiscal year, for a total of $780,000 for the period July 1, 2012 through June 30, 2015; and
b. Authorize the Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) of the annual amount, which does not significantly alter the scope of work or result in an increase to General Fund Contribution.
SUMMARY/DISCUSSION:
Pajaro Valley Prevention and Student Assistance, Inc. (PVPSA) is a non-profit organization dedicated to improving the quality of life for children and their families. PVPSA will provide mental health services to children and their families suffering from mental disorders; who reside in the Pajaro and surrounding North County communities, and who are Medi-Cal or non Medi-Cal clients. PVPSA will collaborate with the local schools in that area to identify and provide age appropriate mental health services to identified children demonstrating signs of behavioral health disorders.
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management, and the Auditor-Controller have reviewed this Agreement as to legal form, insurance requirements, and fiscal provisions respectively. A copy of this Agreement is on file with the Clerk to the Board.
FINANCING:
This contract is funded by Medi-Cal (95%), of which 50% is Federal Financial Participation and 45% is Early Periodic Screening, Diagnosis and Treatment funding. The remaining 5% will be matched by the Pajaro Valley School District. The Non Medi-Cal portion of this program is funded by Prevention and Early Intervention funding (100%). This contract is for $260,000 for FY 2012-13, $260,000 for FY 2013-14 and $260,000 for FY 2014-15, for a total amount not to exceed $780,000. The funds for FY 2012-13 have been included in the Health Department's Behavioral Health Bureau budget request for Fiscal Year 2012-13. There is no impact to the General Fund Contribution with approval of this Agreement.
