Receive a Status Report on Proposed Board of Supervisors Strategic Initiatives Policy Area Major Project Proposals for Economic Development and Administration.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

1.                     Receive a Status report on the Proposed Strategic Initiatives Economic Development and Administration Policy Area Major Project Proposals as recommended by the County Department Heads to advance critical countywide inter-departmental projects; and

2.                     Provide direction to staff as appropriate.

 

SUMMARY:

On April 25, 2017, the County Administrative Office, Intergovernmental and Legislative Affairs (CAO-IGLA) with several department heads presented the Policy Area Major Project Proposals for study during FY 2017-18.  The Board of Supervisors recommended that the Economic Development and Administration Policy areas review their project focus and return to the Board to present topics and /or outcomes that were outward focused.

 

The Economic Development and Administration teams reconvened in May 2017 to further discuss the topics and proposed outcomes.  The Board directed the CAO-IGLA to return in June 2017 to provide a status update and/or refined project recommendations.

 

DISCUSSION:

As a follow-up to the April 25, 2017 Board of Supervisors presentation on the Strategic Initiatives Policy Area Proposed projects for Economic Development and Administration, staff met with the policy teams to further discuss/refine scope and outcomes with an outward (public facing) focus.  Each team reviewed the project criteria:

 

1.                     Urgent for the County to focus on over the coming year

2.                     Requires significant interdepartmental coordination and collaboration

3.                     Broad scale community impact

 

The Economic Development Policy Project team met on May 16, 2017.  The team is in the process of developing a project that is “outward facing” that focuses on public outcomes.  The proposed project will be vetted through the Board of Supervisors Economic Opportunity Committee and staff will return to the Board of Supervisors in July 2017 to provide a project update.

 

The Administration Policy Project team met on May 22, 2017.  The team is refining the project proposal which will be vetted through the Board of Supervisors Human Resource Committee.  Staff will return to the Board of Supervisors in July 2017 to provide a project update.

 

 

OTHER AGENCY INVOLVEMENT:

At the January 11, 2017 Board of Supervisors-Department Heads Annual Retreat, the Board and Department heads identified major projects and critical issues facing the County in FY 2017-18 in each of the Strategic Initiative Policy areas.   As a follow-up, Department Heads were involved in developing a recommended list to narrow the scope to five major projects, one in each policy area.  The Economic Development and Administration Policy teams were directed to review their proposals and return to the Board of Supervisors in June 2017 with a status report.

FINANCING:

The Board of Supervisors-Department Head and Post Retreat Department Head Meeting were coordinated by County Administrative Office - Department 1050, Intergovernmental & Legislative Affairs Division - Unit 8054.  Approval of this recommendation will not result in additional general fund contributions.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Strategic Initiative Policy Area projects directly relate to the endeavors to achieve our intended outcomes within each policy area.
