In its role as the Chief Elected Official of the local Monterey County workforce development area,
a. Approve modification of the Workforce Innovation and Opportunity Act (WIOA) Four-Year Plan for the Coastal Region Planning Unit to incorporate changes required by the State Workforce Development Board; and
b. Approve modification of the WIOA Four-Year plan for the Monterey County local workforce development area to incorporate changes required by the State Workforce Development Board; and
c. Authorize the Chair of the Board of Supervisors, on behalf of the Chief Elected Official, and the Chair of the Workforce Development Board to sign WIOA assurances incorporated into the Monterey County Local Plan modification, as required by the State Workforce Development Board; and
d. Authorize submittal of the modifications to the Coastal Region Plan and the Monterey County Local Plan to the California Workforce Development Board

RECOMMENDATION:
It is recommended that the Board of Supervisors, in its role as the Chief Elected Official of the local Monterey County workforce development area:
a. Approve modification of the Workforce Innovation and Opportunity Act (WIOA) Four-Year Plan for the Coastal Region Planning Unit to incorporate changes required by the State Workforce Development Board; and
b. Approve modification of the WIOA Four-Year plan for the Monterey County local workforce development area to incorporate changes required by the State Workforce Development Board; and;
c. Authorize the Chair of the Board of Supervisors, on behalf of the Chief Elected Official, and the Chair of the Workforce Development Board to sign WIOA assurances incorporated into the Monterey County Local Plan modification, as required by the State Workforce Development Board; and
d. Authorize submittal of the modifications to the Coastal Region Plan and the Monterey County Local Plan to the California Workforce Development Board.
SUMMARY/DISCUSSION:
Background:
Under WIOA, a biennial update of regional and local plans is required to ensure that plans remain current and that they account for “changes in the labor market and economic conditions or other factors affecting the implementation of the local plan” (29 U.S. Code § 3123). Additionally, the State Workforce Development Board has made changes to the State WIOA Plan, thereby requiring local boards to update their local plans for consistency with statewide policy direction.
The State Workforce Development Board has designated fourteen regional planning units in the state; the Monterey, Santa Cruz, San Luis Obispo and Santa Barbara county workforce development areas comprise the Coastal Region Planning Unit (RPU). The Monterey County WDB acts as the lead WDB for the Coastal RPU, which includes leading the development and submission of modifications to the Coastal RPU plan. Regional plans and partnerships function under the State WIOA Plan as the primary mechanisms for aligning educational and training services with regional industry sector needs.
Regional and local plan modifications were due to the State Workforce Development Board on March 15, 2019. The Local Plan modification is an attachment to the Coastal RPU Regional Plan modification submittal package. On December 5, 2018, in order to meet the March 15th deadline, the Monterey County WDB authorized its Executive Committee to submit the local and regional plan modifications to the State Board after a designated public comment period closed. Both regional and local plan modifications were published on the Monterey County WDB’s website and made available for public comment for thirty days-January 31 through March 1, 2019. Additionally, the WDB convened two stakeholder and public meetings during the comment period for review of proposed modifications and to elicit input. No public comments were received.
The WDB Chair’s signature and the Chief Elected Official’s signature are required on WIOA assurances, which are part of the Local Plan modification, Attachment 7. Approval by the Chief Elected Official could not be obtained in the two weeks following close of the public comment period on March 1, 2019, and before the submittal deadline of March 15, 2019. With the approval of the State Workforce Development Board, the Monterey County WDB timely submitted Local Plan modifications without signatures on the WIOA assurances. The Local Plan modifications, bearing the WDB Chair’s signature and the Chief Elected Official’s signature, must be provided to the State Workforce Development Board no later than August 1, 2019.
Primary Areas of Focus:
The main purpose of the local plan modification is to facilitate access to education and training services for those who want and need them. The local plan must be shaped by input from all WIOA required partners and stakeholders, and it must align with the regional plan modification developed for the Coastal RPU and with the goals of the State Plan modification.
The primary areas of focus in the Monterey County local plan modification are:
• Services to the formerly incarcerated or justice-involved re-entry population;
• Services to those receiving CalFresh and CalFresh Employment and Training activities;
• Services to non-custodial parents who are subject to child support orders;
• Services to individuals with intellectual and developmental disabilities through Competitive Integrated Employment; and
• Conditions and processes for robust stakeholder engagement during the regional and local plan modification process.
The regional plan modification focuses on:
• The regional Prison to Employment (P2E) Initiative in terms of alignment, coordination, and integration of reentry and workforce services to formerly incarcerated and other justice-involved individuals;
• Compliance with State Plan guidance and state law relating to Multi-Craft Core Curriculum (MC3) pre-apprenticeship partnerships; and
• A required regional self-assessment using Indicators of Regional Coordination and Alignment.
OTHER AGENCY INVOLVEMENT:
The following agencies participated in the development of modifications to the Coastal RPU Regional Plan and the Monterey County Local Plan: the Workforce Development Boards of Santa Cruz, San Luis Obispo, and Santa Barbara counties, as well as local and regional stakeholders including State of California CalFresh and Child Support Services, State of California Adult Education, and the State of California Department of Rehabilitation.
FINANCING:
There is no impact on the Monterey County General Fund as WIOA activities, including adoption of regional and local WIOA plan modifications, are fully financed by federal funds.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Approval of the modifications to the Coastal RPU Regional Plan and the Monterey County Local Plan, as required by the State Workforce Development Board, will promote the delivery of job training and placement services, thereby enhancing economic development in Monterey County and the Coastal Region.
