RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 1 to Agreement A-12068 with the Family Service Agency of the Central Coast for suicide prevention services for Monterey County residents. Amendment No. 1 revises the Payment and Billing Provisions, incorporates the new Exhibits H and I, and increases the FY 2012-13 and FY 2013-14 annual amounts by $18,000 per year for a revised total Agreement amount not to exceed $384,000.
 
SUMMARY/DISCUSSION:
The Family Service Agency of the Central Coast (FSACC) operates a community suicide crisis line for the tri-county region of Monterey, San Benito and Santa Cruz counties.  In addition to the 24/7 crisis line, FSACC provides suicide prevention training to school personnel, community agencies and organizations, conducts an on-going public awareness campaign to educate the community regarding suicide prevention, and develops support groups for families and friends of suicide victims.  The goals of these services are to: reduce the incidence of suicide and suicidal behaviors; reduce the impact of suicidal behaviors on significant others; raise public awareness regarding suicide and suicide prevention; and educate the community regarding recognizing the warning signs associated with suicide prevention.
 
Monterey County has contracted with the Family Service Agency of the Central Coast for the provision of suicide prevention services for over 10 years.  In Fiscal Year 2011-12, the annual contract amount under several mental health services contracts, including this Agreement, was reduced from that of the previous fiscal year.  For Fiscal Year 2012-2013, the amount of MHSA funds allocated to Monterey County is projected to increase, allowing the County to "restore" prior amounts of funding to those contracts that were reduced.  The proposed Amendment No. 1 will increase the annual amount of the contract for   Fiscal Years 2012-13 and 2013-14 by $18,000 per year for a revised maximum total Agreement amount of $384,000 for the period July 1, 2011 through June 30, 2014.
 
This Agreement contains the County's standard 30-day "no cause" provision (Section IV, B) and an additional defunding provision (Section IV, D) which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed this Amendment No. 1 and concur. Amendment No. 1 is on file with the Clerk of the Board.  
 
FINANCING:
This Agreement is funded by Mental Health Services Act funds (61%) and County General Funds (39%).   The funds for this Agreement are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2012-13 Adopted Budget.
