Adopt a Resolution to:
a. Amend Personnel Policies and Practices Resolution No. 98-394, Appendix B, to re-title the classification of Chief Building Official to Director of Building Services and amend Section A.10.1, Department Heads Designated, as indicated in Attachment A;
b. Reallocate one (1.0) FTE Assistant Director of Redevelopment and Housing (14M11) to one (1.0) FTE RMA Services Manager (14K51) in the Resources Management Agency (RMA) Administration Unit 8222 as indicated in Attachment A;
c. Authorize the Human Resources Department to implement the changes; and
d. Authorize the County Administrative Office to incorporate the approved position changes in the FY 2014-15 RMA Adopted Budget.

RECOMMENDATION:
It is recommended effective October 4, 2014, the Board of Supervisors adopt a resolution to:
a. Amend Personnel Policies and Practices Resolution No. 98-394, Appendix B, to re-title the classification of Chief Building Official to Director of Building Services and amend Section A.10.1, Department Heads Designated, as indicated in Attachment A;
b. Reallocate one (1.0) FTE Assistant Director of Redevelopment and Housing to one (1.0) FTE RMA Services Manager in the Resource Management Agency (RMA) Admin Unit 8222 as indicated in Attachment A;
c. Authorize the Human Resources Department to implement the changes; and
d. Authorize the County Administrative Office to incorporate the approved position changes in the FY 2014-15 RMA Adopted Budget.
SUMMARY/DISCUSSION:
The Monterey County Resource Management Agency (RMA) retained Cooperative Personnel Services HR Consulting [CPS HR] to conduct an organizational review of classification structures in the Building and Planning Departments. The result of the study of the Chief Building Official classification recommends, and the RMA concurs, that this classification be re-titled to Director of Building Services. The title of Director of Building Services is consistent with the department heads of other Departments.
Currently, there is a vacant Assistant Director of Redevelopment and Housing position budgeted in RMA. To more appropriately address current operating needs within the RMA, the RMA is requesting the reallocation of the Assistant Director of Redevelopment and Housing to a RMA Services Manager. This allows the RMA the ability to cross the department's divisions while providing the department greater flexibility in the development of management positions. Both positions are designated as Unit-X Non-Safety Management.
RMA is requesting this position to serve as a Program Manager responsible for a wide range of assignments and serve in both supporting and independent roles to assist managing high profile, complex projects and programs that require cross-functional management. This position will also serve as the lead project manager for selected projects, and directly manage or assist the RMA Deputy Director in managing assignments that range across one or more RMA functions.
For these reasons, it is recommended that your Board approve these actions.
OTHER AGENCY INVOLVEMENT:
The Human Resources Department concurs with the recommendations.
FINANCING:
There is no impact to the General Fund by approving the recommended actions.
