a. Approve and authorize the Director or designee of the Department of Social Services to sign a Renewal and Amendment #3 to Agreement #5010-263 with Health Projects Center for Fall Prevention, retroactive to November 30, 2023, extending the term by nine (9) months, for a new term of July 1, 2022 through August 31, 2024 with no change to the contract amount of $288,769;
b. Approve and authorize the Director or designee of the Department of Social Services to sign a Renewal and Amendment #2 to Agreement #5010-262 with Legal Services for Seniors Title III-B Home and Community-Based Services (HCBS) Older Adults Recovery and Resilience (OARR) Senior Legal Services (SLS) Program, retroactive to November 30, 2023, extending the term by nine (9) months, for a new term of July 1, 2022 through August 31, 2024 with no change to the contract amount of $394,973; and
c. Approve and authorize the Director or designee of the Department of Social Services to sign a Renewal and Amendment #3 to Agreement #5010-260 with Meals on Wheels of the Monterey Peninsula for Home and Community Based Services Senior Nutrition Infrastructure grant, retroactive to November 30, 2023, extending the term by nine (9) months, for a new term of July 1, 2022 through August 31, 2024 with no change to the contact amount of $1,366,222; and
d. Approve and authorize the Director or designee of the Department of Social Services to sign a Renewal and Amendment #2 to Agreement #5010-257 with North County Recreation & Park District for Intergenerational Activities and Senior Nutrition Infrastructure, Home and Community Based Services (HCBS), Older Adults Recovery and Resilience (OARR), retroactive to November 30, 2023, extending the term by nine (9) months, for a new term of July 1, 2022 through August 31, 2024 with no change to the contact amount of $462,513; and
e. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to these Agreements where the total amendments do not exceed 10% (Health Projects Center $28,877, Legal Services for Seniors $39,497, Meals on Wheels of the Monterey Peninsula $136,622 and North County Recreation & Park District $46,251) of the original contract amount and do not significantly change the scope of work. Not to exceed the maximum of (Health Projects Center $317,646, Legal Services for Seniors $434,470, Meals on Wheels of the Monterey Peninsula $1,502,844 and North Country Recreation & Park District $508,764).

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. SUMMARY/DISCUSSION:
California Department of Aging extended the term to August 31, 2024 on the Home and Community Based Services (HCBS), Older Adults Recovery and Resilience (OARR) funding which funds programs that strengthen older adults and caregivers’ recovery and resilience from the severe isolation and health impacts from staying at home during the COVID-19 pandemic.
Due to the funding extension, the Department is asking to renew retroactively to November 30, 2023 and extend the contract term on four agreements to August 31, 2024 with no changed to the overall total of the agreement for the following:
1. Health Projects Center - Fall Prevention Program that provides supplemental services for caregivers;
2. Legal Services for Seniors - Senior legal services;
3. Meals on Wheels of the Monterey Peninsula - Home delivered meals, nutrition education, and health promotion services; and
4. North County Recreation & Park District - Meals and health promotion services.
OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor-Controller reviewed and approved the four Renewals and Amendments as to form.
FINANCING:
Funding for these Agreements are provided by the Older Adults Recovery & Resilience Fund- Home and Community Based Services. These Amendments are only extending the term of the agreement through August 31, 2024. Sufficient appropriations and estimated revenues for the Area Agency on Aging’s 001-5010-SOC010 are included in the FY 2023-24 Adopted Budget. Future year costs will be incorporated into the corresponding budget process.

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition services to seniors in Monterey County.
