Title: a. RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a.                     Ratify the execution by the Director of Health Services or their designee of the Memorandum of Understanding with the California Department of Public Health’s California Epidemiologic Investigation Service (Cal-EIS) Fellowship Program to assign and sponsor a Cal-EIS fellow to the County of Monterey, effective July 3, 2023, through June 30, 2024; and

b.                     Approve an Amendment to the Cal-EIS MOU adding an additional fellow, effective

July 3, 2023, through June 30, 2024, at no cost to the County; and

c.                     Approve nonstandard provisions in the MOU, as recommended by the Director of Health Services; and

d.                     Authorize the Director of Health Services or their designee to approve up to three future amendments that do not significantly alter the scope of services, subject to review and approval by the Office of County Counsel as to form.

 

SUMMARY/DISCUSSION:

The California Epidemiologic Investigation Service (CalEIS) Fellowship Program is a California Department of Public Health (CDPH) sponsored training program for health professionals who have at least a master’s degree in a field related to public health. The mission of Cal-EIS is to prepare epidemiologists for public health leadership positions in California.

 

The County of Monterey Health Department Public Health Bureau, in cooperation with CDPH and the University of California Davis, plays an important role in training and preparing epidemiologists by serving as a host site for Cal-EIS fellows and providing a doctorate level preceptor for the year-long fellowship. Public Health provides the field experience, supervision, training, mentorship, and evaluation of Cal-EIS fellows.

 

The fellows assigned to Public Health for FY 2023-24 will identify and develop projects in the field of communicable disease prevention and control. They will participate in disease surveillance, outbreak investigations, field interviews, sample collection, and public health interventions to halt the spread of infectious disease in Monterey County. Upon completion of the fellowship, the fellows will be prepared to pursue their careers in public health.

 

The University of California Davis has entered into an interagency agreement with CDPH to employ all fellows participating in the statewide Cal-EIS program and provide the fellows’ salaries and health benefits.

 

This work supports the County of Monterey Health Department 2018-2022 Strategic Plan Goals: 2. Enhance public health and safety through prevention, and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports five of the ten essential public health services, specifically: 1. Assess and monitor population health status, factors that influence health, and community needs and assets; 2. Investigate, diagnose, and address health problems and hazards affecting the population; 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; 8. Build and support a diverse and skilled public health workforce, and 10. Build and maintain a strong organizational infrastructure for public health.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved this Agreement as to legal form.

Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

FINANCING:
There is no exchange of funds between the County of Monterey and CDPH for this agreement. The University of California Davis will employ the fellow.
