RECOMMENDATION:
It is recommended that the Board of Supervisors Budget Committee:
a. Support accepting FY2022-2023 Officer Wellness and Mental Health Grant award of $196,583; and
b. Support adopting a resolution to accept the FY2022-2023 Officer Wellness and Mental Health Grant award of $196,583; and
c. Support adopting a resolution to increase the Sheriff’s Office appropriations by $196,583 in the Sheriff-Coroner’s FY 2023-24 Adopted Budget 001-2300-SHE001-8273 financed by a release of $196,583 from the General Fund Unassigned Fund Balance BSA 001-3101; and
d. Support authorizing and directing the Auditor-Controller to amend the Sheriff-Coroner’s FY 2023-24 Adopted Budget 001-2300-SHE001-8273 to increase appropriations by $196,583 from the General Fund Unassigned Fund Balance BSA 001-3101.
SUMMARY/DISCUSSION:
In FY 2022-2023, the Monterey County Sheriff’s Office received the Officer Wellness and Mental Health Grant award of $196,583. The funds for this grant were received in advance and recorded as revenue in FY2022-23 but funds were not spent that fiscal year. As part of the year end activities for FY 2022-23, these revenues were closed to unassigned fund balance in the General Fund (BSA 001-3101) since the funds were not used that fiscal year.
This grant award is for officer wellness and mental health for sworn personnel only, as such, the MCSO is researching opportunities to expend the funds for the purpose authorized in FY 2023-24.
The funds from this grant must be expended by December 1, 2025; whatever funds are not expended have to be returned by December 31, 2025.
This report is to gain the support from the budget committee to accept the grant award and increase appropriations for the Sheriff’s Office.

CAO has reviewed the report. The Auditor-Controller assisted with researching available options.
FINANCING:
The Sheriff’s Office requests the unused funds (in the amount of $196,583) that were recognized as revenue in FY 2022-23 and closed to unassigned fund balance in the General Fund at FY year-end be accepted and increase the Sheriff’s FY 2023-24 appropriations .
