RECOMMENDATION:
Recommended that the Monterey County Water Resources Agency Board of Directors:
a. Approve a Professional Services Agreement with GEI Consultants, Inc. for a total contract amount not to exceed $884,910 for environmental services work related to the San Antonio Spillway Replacement Project and the Nacimiento Plunge Pool Erosion Control Project; and
b. Authorize the General Manager to execute the agreement
SUMMARY/DISCUSSION:
In April 2026, the Agency released a Request for Qualifications (RFQ) No. 2026-001 (attachment 1) for a firm to provide environmental consulting services for two critical projects, the San Antonio Spillway Replacement and the Nacimiento Plunge Pool, allowing for the safe long-term operation of the Agency’s reservoirs. Numerous responses to the RFQ were received and GEI Consultants, Inc. was selected for the two projects.
The Scope of Work for the San Antonio Spillway Replacement Project includes development of the project description, conducting an initial study and notice of preparation, performing necessary studies, developing a permitting strategy, and all phases of the CEQA process including the Final Environmental Impact Report. The permitting strategy is anticipated to be complete by March 2027 and the CEQA activities by November 2027. The costs of these tasks total $424,944.
The Scope of Work for the Nacimiento Plunge Pool Project includes development of the project description, conducting an initial study, performing necessary studies, all phases of the CEQA process, and developing the necessary permitting application packages. The CEQA activities are anticipated to be completed by October 2027 and the permitting applications by December 2027. The costs of these tasks total $459,966.
GEI’s Draft scope of work (attachment 2) describes the range of activities that are proposed for each project. Agency staff continue to fine tune the approach with GEI Consultants, Inc. Time is of the essence to keep this project moving so the final scopes of work and cost estimates are anticipated prior to this item going to the Board of Directors for consideration.
