RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Sheriff or Sheriff’s designee to sign a Memorandum of Understanding (MOU) with the Law enforcement Agencies and Departments for the funding of three (3) Records Specialist II positions, in the amount of $349,097, who provide support to law enforcement agencies/departments after hours, weekends and holidays, effective July 1, 2025; and
b. Authorize the Sheriff or Sheriff’s designee to sign future amendments as necessary that do not significantly change the scope of work and where the cost increases are based on cost-of-living adjustments, step increases, compensation studies, benefits.
SUMMARY/DISCUSSION:
As a result of a review conducted by the Monterey County Sheriff’s Office (MCSO), it was determined that the County has been supplementing costs when providing services to our municipal partners; therefore, the MCSO is seeking approval of this Memorandum of Understanding (MOU) with the following Law Enforcement Agencies and Departments: City of Gonzales, City of Greenfield, City of King, City of Marina, City of Sand, City of Seaside, City of Soledad, and The Board of Trustees of the California State University on behalf of the California State University Monterey Bay (CSUMB).
The purpose of this MOU is to provide coverage Monday thru Friday from 1700-0800, all day Saturday and Sunday and all Holidays. This will supplement the above-mentioned agencies/departments existing hours of operation to meet compliance requirements mandated by the California Law Enforcement Telecommunications Systems (CLETS) Polices, Practices and Procedures.
The Monterey County Probation Department will also share these costs, but that agreement will be memorialized in a separate Interdepartmental Memorandum between it and the Sheriff’s Office.
The above-mentioned agencies/departments do not have the ability at this time to provide coverage during the times mentioned above. The Sheriff’s Office has been providing the necessary coverage and was in the process of hiring staff to fill the positions when the hiring freeze was implemented.
Due to budgetary constraints, it is currently more cost effective for the above agencies/departments to share the expenses for three (3) Records Specialist II positions. The MOU will be reviewed annually to ensure that the cost for the three (3) positions will continue to be covered by the participating agencies.
OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor/Controller have reviewed this document and approved as to legal and fiscal provisions, respectively. The Probation Department supports this MOU as well as the Law Enforcement Agencies and CSUMB.
FINANCING:
The cost of this MOU will be paid by Subscribing Agencies and included in future budgets. There will be no increase in General Fund contributions as a result of this board action. As of the writing of this report, the three positions are pending potential deletion during budget adoption on June 17, 2025. If deleted, the Sheriff’s Office will return to Budget Committee to add the funding and positions back at a later time.
