RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment #4 to the contract with Armstrong Productions, Inc. for broadcast operator services for the Monterey County Government Channel, extending the Agreement by four (4) additional months for a revised term of March 1, 2011 through October 30, 2017, and adding $18,000 for a revised agreement amount not to exceed $273,000.
SUMMARY:
The Monterey County Government Channel airs the meetings of the Board of Supervisors, the Planning Commission, and other public meetings, hearings and events which take place in the Board of Supervisor Chambers. The Agreement with Armstrong Productions provides for the services needed to record these meetings. The County wishes to amend the current operator Agreement to assure continuous operations during the completion of an RFP process.
DISCUSSION:
The Monterey County Government Channel records and airs the meetings of the Board of Supervisors, the Planning Commission, as well as other public agency hearings, meetings and events which take place in the Board of Supervisors’ Chambers. The Monterey Government Channel also provides informative programming for county residents.
The Agreement for broadcast operator services with Armstrong Productions, Inc. is one of three Agreements which provide support services for the channel. The last Request For Proposal (RFP) for these services was conducted in 2010.
At the time of the Board’s hearing on this recommendation, a new RFP will have been issued, or will soon issue, for these services, but the bid review and selection process will not be completed by June 30, 2017 when the term of the current contract with Armstrong Productions, Inc. ends. To ensure continuous county channel service and a robust RFP process, the County needs to use the services of Armstrong Productions, Inc. for an additional period of time, not to exceed four months with an end date no later than October 30, 2017.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the contract amendment as to legal form. Information Technology Department has reviewed fiscal provisions.
FINANCING:
There is no impact to the General Fund from this contract amendment. Government channel activities and services are funded by cable franchise fees.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The Monterey County Government Channel is an important component of the County’s transparency efforts. It provides public access to meetings of county decision-making boards and committees and county information developed from the Board of Supervisors Strategic Initiatives.
