a. Approve and authorize the Director or designee of the Department of Social Services to sign Amendment No. 1 with Social Change Partner to provide consultation and facilitation of services for specific components of Child and Family Services Review and First Prevention Services Act, by adding $45,000 for a new contract total of $240,000, extending the term by three (3) years, for a new term of August 7, 2023 to June 30, 2028 and;
b. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to this Agreement where the total amendments do not exceed 10% ($24,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $264,000.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign Amendment No. 1 with Social Change Partner to provide consultation and facilitation of services for specific components of Child and Family Services Review and First Prevention Services Act, by adding $45,000 for a new contract total of $240,000, extending the term by three (3) years, for a new term of August 7, 2023 to June 30, 2028 and;
b. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to this Agreement where the total amendments do not exceed 10% ($24,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $264,000.
SUMMARY/DISCUSSION:
This agreement provides consultation and facilitation services related to specific components of the California Child and Family Service Review (C-CFSR). The Department is requesting to amend the agreement to extend the agreement by three additional years, so that the C-CFSR System Improvement Plan (SIP) can be extended through June 30, 2025 and to extend the SIP annual progress reports through June 30, 2028, increasing the agreement by $45,000 for an overall total of $264,000.
California Child and Family Services Review (C-CFSR) Assembly Bill (AB) 636 establishes the Child Welfare Outcomes and Accountability System, with the goal of improving child welfare outcomes for children and families. The system includes the Continuous Quality Improvement (CQI), interagency partnerships, community engagement and involvement, and public reporting of program outcomes. This system also provides a means to objectively measure county performance related to the administration of child welfare, a protocol for assessing needs and strengths for improving performance, and a mandate to plan for continuous improvement efforts.
The California Child and Family Services Review (C-CFSR) is a cyclical review process which begins with the identification and analysis of the current system, implementation of solutions which are tested, and an ongoing evaluation and revision of identified solutions for continuous improvement. This includes the County Self-Assessment (CSA), System Improvement Plan (SIP) processes, as well as annual SIP progress reports.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded by Social Services federal and state revenues and realignment funds. Sufficient appropriations and estimate revenues for Social Services Fund 001-5010-SOC005 are included in the FY 2024-25 Adopted Budget, future year funding will be incorporated into the corresponding budget process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to improve the quality of life for foster children by expanding the knowledge, skill sets and leadership of the Department’s Social Work team. It also supports the goal of the Department’s compliance with AB66 the Child Welfare Outcomes and Accountability System.
