RECOMMENDATIONS:

It is recommended that the Board of Supervisors:

a.                     Approve Professional Services Agreements with the following four (4) consultants: Harris & Associates, Inc.; MNS Engineers, Inc.; Quincy Engineering; and Vali Cooper & Associates, a TRC Company to provide on-call construction management services for various construction projects located in Monterey County, California under Request for Qualifications #10709, in an amount not to exceed $750,000 each for a combined total of $3,000,000, for a period of three (3) years beginning July 16, 2019 to July 15, 2022, with the option to extend each Agreement for two (2) additional one (1) year period(s); and

b.                      Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute said Professional Services Agreements and up to three (3) future amendments to said Agreements where the amendments do not significantly alter the scope of work or change the approved amount of said Agreements.

 

SUMMARY:

The Resource Management Agency (RMA) has established several on-call agreements in order to have on-call specialized services when County staff lacks the expertise or when the volume of work exceeds capacity.  These on-call agreements are utilized across the RMA for specialized expertise in operations, management and specific facility and capital projects.

 

DISCUSSION:

The RMA has identified a need for construction management services for a variety of County projects.  These projects comprise of a wide range of scopes from new design and construction to major and minor alterations to existing facilities. 

 

The purpose of the on-call construction management services is to off-set and augment the need for services when the volume of work exceeds the RMA’s capacity, and to provide specialized expertise the RMA does not have.  With the readily available on-call Professional Services Agreements (PSAs), consultant services are procured in a timely manner and with the least amount of administrative effort.   

 

The RMA solicited for Statements of Qualifications (SOQs) from qualified consultants through Request for Qualifications (RFQ) #10709 for on-call construction management services.  Seven (7) firms’ SOQs were received.  Of the seven (7) firms, four (4) firms, Harris & Associates, Inc.; MNS Engineers, Inc.; Quincy Engineering; and Vali Cooper & Associates, a TRC Company, were determined to be the most qualified and were tentatively awarded for their expertise and capabilities to provide on-call construction management services for projects through a competitive selection process in accordance with County policies and State and Federal laws under RFQ #10709. 

 

Approval of the recommended action would allow for the issuance of four (4) multi-year agreement (MYA) PSAs, each for a period of three (3) years beginning July 16, 2019 to July 15, 2022, with the option to extend each PSA for two (2) additional one (1) year period(s), in the amount not to exceed $750,000 for each PSA, for a combined total of $3,000,000.  Each consultant’s scope of services includes, in general, professional engineering services required for the management of construction contracts in the public sector.  The services provided shall include engineering inspection services, material testing and surveying services as necessary to verify the project is constructed as specified in the project plans and specifications.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and Auditor-Controller’s Office have reviewed and approved the PSAs as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

Funding included with this action is not currently allocated to any specific project.  Services provided by each consultant will be budgeted and reimbursed from the respective funding source of each project.  Costs associated with services provided by these on-call consultants and funding will be contained within the approved budget allocations for a specific operating unit or contained within the Board of Supervisors approved project budget within Fund 002 Road Fund, Fund 402 Capital Projects, or Fund 404 Facilities Master Plan Projects.
