RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Peacock Acres Inc. for $901,600 to provide a Transitional Housing Program Plus for eligible former foster and probation youth, and implement a 30-day emergency bed for non-minor dependents, and housing navigator services, retroactive to July 1, 2020 through June 30, 2022; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($90,160) of the original contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The purpose of this agreement with Peacock Acres, Inc. is to provide Transitional Housing Placement - PLUS (THP+) Program services for former foster youth ages 18-24, and to develop and implement a 30-day Emergency Shelter Program for non-minor dependents (NMD’s), and offer supportive housing navigator resources for Monterey County at-risk youth ages 18-21. The goal of these programs is to reduce homelessness among Monterey County youth ages 18 to 24.

 

The THP+ Program provides subsidized housing and comprehensive supportive services to former foster and probation youth ages 18 to 24 for up to 24 months while they transition to independent living. Additionally, Monterey County has been awarded an allocation from the Department of Housing and Community Development for the purpose of creating housing stability and providing housing navigator services to young adults, with priority given to former foster or probation youth.  These funds will allow Peacock Acres, Inc. to develop a 30-day emergency bed for homeless youth re-entering foster care and offer housing navigation services to homeless youth.

 

This agreement was delayed in being brought for Board consideration prior to the effective date due to County delays in administrative processing.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

 

 

FINANCING:

Funding is provided by Social Services Realignment revenues and Department of Housing and Community Development funds. Sufficient appropriations and estimated revenues are included in SOC001 in the FY 2020-21 Adopted Budget. FY 2020-21 costs will be requested through the corresponding annual budget process.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by providing Housing and Supportive Services for high-needs former foster youth.
