Title: a. It is recommended that the Board of Supervisors:
a.  Approve a Subrecipient Grant Agreement with the Aromas Community Center Foundation (Foundation) to transfer Housing Related Parks Program grant funds for the construction of restroom facilities at the A.R. Wilson Community Park;
b.  Authorize the Director of Economic Development to execute the Agreement and any amendments which do not alter the scope of work or increase the amount of the Agreement;
c.  Recognize the California Housing and Community Development's Housing Related Parks Program grant and increase revenue and appropriations in Fund 013 (Community Development), Unit 8200 (Community Development Grants), Appropriation Unit DEO00, by the $127,625 amount of the HRPP grant; and

SUMMARY:
In March 2012, the County received a $127,625 grant through the State of California's Housing Related Parks Program (HRPP).  The County identified the A.R. Wilson Community Park as the project that would be supported by HRPP funding in its original grant application to the State.  The recommended action will authorize the County to enter into an agreement with the Aromas Community Center Foundation (Foundation) to complete the improvements that will be funded by the HRPP grant.
 
 
DISCUSSION:
The State of California established the Housing Related Parks Program (HRPP) to construct parks in underserved communities based on the creation of new affordable housing.  In order to qualify, foundations for affordable housing units must have been approved by the building department in calendar year 2010.  The HRPP awards jurisdictions a fixed amount based on the number of bedrooms that will be built on approved foundations.  Bonus funds are available for units that can be classified as infill; are in compliance with an adopted Regional Blueprint; are located in Disadvantaged Communities as identified by the US Department of Housing and Urban Development (HUD); and for parks built in park-deficient communities.  The qualifying foundations and units do not have to be in the same community as the proposed park facilities to be funded.  The County qualified for a $127,625 HRPP grant based on the Cynara Court affordable housing project in Castroville.  The project has 58 units, and the foundations for 46 units were completed and inspected in calendar year 2010.
 
The County identified the community of Aromas as in need of additional parks.  The Foundation owns approximately 18.6 acres in the town of Aromas where it is proposing to develop the A.R. Wilson Community Park.  The park will include two softball/Little League baseball diamonds, two regulation soccer fields, a picnic area, practice field, restroom facilities, storage building and a concession building.  The Foundation has received all County entitlements necessary to construct the restroom facilities at the park and is proposing to use the HRPP funds to construct the restroom facilities.  The Foundation is aggressively fundraising to complete the rest of the park.  The Foundation is also assuming all ongoing responsibility for maintenance of the improvements financed with the HRPP grant.
 
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the Subrecipient Grant Agreement as to form.  The Aromas Community Foundation has reviewed and executed the Subrecipient Grant Agreement.
 
FINANCING:
There is no impact on the General Fund.  The Subrecipient Grant Agreement is funded entirely by a $127,625 grant from the State of California that may only be used to complete the improvements described in the State Grant Agreement.  This grant agreement was not included as part of the FY 2012-13 Adopted Budget for Fund 013 (Community Development), Unit 8200 (Community Development Grants), Appropriation Unit DEO003 and as such the Department is requesting a modification to the FY 2012-13 Budget for Fund 013, Unit 8200, Appropriation Unit DEO003 to increase appropriations and revenues by $127,625.
