RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute an agreement between the County of Monterey and the County of San Benito, for the processing of applications for Emergency Medical Technician certification by the County of Monterey on behalf of the County of San Benito; and

b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not significantly change the scope of services.

 

SUMMARY:

The recommended actions will authorize the County of Monterey Emergency Medical Services (EMS) Agency to provide services to applicants to the County of San Benito for certification as an Emergency Medical Technician (EMT).  The county of San Benito will compensate the County of Monterey EMS Agency for the expense of the staff time utilized to provide the services.

 

DISCUSSION:

Pursuant to California Health and Safety Code section 1797.210, the County of San Benito EMS Agency serves as the certifying authority for Emergency Medical Technicians (EMTs) in San Benito County. In this capacity, the County of San Benito EMS Agency is responsible for processing applications for EMT certification and recertification, verifying applicant eligibility, maintaining certification records, and administering certification actions in accordance with state law.

 

The County of San Benito has a need and desire to contract with the County of Monterey for the provision of services related to the processing of EMT certification applications.  Through this agreement the County of Monterey will process applications for EMT certifications on behalf of the County of San Benito

 

The County of San Benito will reimburse the County of Monterey EMS Agency for these services at the rate of $138.64 per application for Initial EMT Certification; $103.98 per application for Transfer of Certifying Entity or Reinstatement of EMT Certification expired for more than six months; and $69.32 per application for Reinstatement of EMT Certification expired for six months or less or Renewal of EMT Certification.

 

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 4) Deepen Organizational Effectiveness and Support Long-Term Sustainability. It also supports the following of the ten essential public health services, specifically: Build and maintain strong organizational infrastructure.

 

OTHER AGENCY INVOLVEMENT:

County Counsel reviewed and approved the proposed agreement as to legal form.

 

FINANCING:

The County of San Benito will reimburse the County of Monterey for costs related to the processing of applications for EMT Certification. There is no cost to the County of Monterey associated with the approval of the recommended actions.

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:

This agreement supports the Board of Supervisors' Strategic Plan Goal of Safe and Resilient Communities by ensuring access to EMT certification and the resulting personnel to provide emergency medical services in a neighboring community.
