b.  Ratify and approve the execution by the Director of Health of Amendment No. 1 to Agreement, extending Term of Agreement to February 28, 2016; and

c.  Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 2 to Agreement, extending the term to February 28, 2021.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Ratify and approve the execution by the Director of Health of an Educational Agreement with Center for Employment Training for medical assistant students to obtain practical and clinical experience at Health Department clinics, with a term of March 1, 2006 to February 28, 2011;

b.                     Ratify and approve the execution by the Director of Health of Amendment No. 1 to Agreement, extending Term of Agreement to February 28, 2016; and

c.                     Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 2 to Agreement, extending the term to February 28, 2021.

 

SUMMARY/DISCUSSION:

Center for Employment Training (CET) is a private, 501(c)(3) non-profit organization whose mission is to fight poverty and dependence on public aid by making quality skill training available to adults of all educational levels and backgrounds, especially those most in need and hardest to serve.  One of the training programs they offer is an accredited Medical Assistant health care program that requires the use of clinical facilities to provide the clinical education experience component for its students.  

 

County of Monterey Health Department, Clinic Services Bureau (Clinic Services) has facilities suitable for providing a clinical learning environment for CET’s Medical Assistant program.  Approval of the recommendation will allow Clinic Services to continue to provide access to its clinics in support of the clinical education component of CET’s Medical Assistant program, while gaining additional clinic support from CET students in delivering the services that Clinic Services provides to the community.  This will also assist in attracting medical assistant graduates to apply for future job openings with the County.  

 

Currently, the Health Department is developing a standardized educational agreement template to bring forward to the Board of Supervisors for approval to authorize the Director of Health or Assistant Director of Health to execute future individual agreements.  Until then, the Health Department will bring forward individual educational agreements for Board of Supervisors approval.  In the past, educational agreements have not regularly been sent to the Board of Supervisors for approval.

 

This work supports the Monterey County Health Department 2011 - 2016 Strategic Plan initiative to empower the community to improve health through programs, policies and activities.  It also supports one or more of the ten essential public health services, specifically:  (3) inform, educate, and empower people about health issues, (4) mobilize community partnerships and action to identify and solve health problems and (8) assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved Amendment No. 2. 

 

FINANCING:

There are no fiscal provisions included in this Agreement.
