Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Chief Information Officer of the Information Technology Department to sign a non-standard License Agreement with the Tucson Seaside LLC, a Delaware limited liability company - Monterey Embassy Suites site for an amount not to exceed $6,000 per year, commencing retroactively January 1, 2022, and ending on December 31, 2027; and

b. Accept non-standard provisions as recommended by the Chief Information Officer; and

c. Authorize the Chief of Information Officer or designee to execute up to four (4) future amendments, subject to County Counsel review, to extend the non-standard License Agreement term for four (4) additional years per amendment and to allow for a four percent (4%) annual increase per year provided the amendments do not significantly change the scope of work and do not alter the non-standard terms of the License Agreement.

 

SUMMARY:

This Site License Agreement between the County of Monterey and Tucson Seaside LLC will permit the County to use space at the Monterey Embassy Suites 1441 Canyon Del Rey, Seaside, CA location which is a vital hub for radio coverage for the County’s first responders. 

 

DISCUSSION:

The Embassy Suites radio site is part of the Next Generation Enterprise Network (NGEN) public safety communications system and provides two-way communications for peninsula first responders from the cities of Pacific Grove to Marina. The transmitters at Embassy Suites are connected via microwave link to the new Bayonet site located in Seaside ensuring communications between County dispatchers and first responders are effective. The equipment also has backup battery power to deliver uninterrupted communications in the event of a power outage. The agreement will allow Monterey County Radio Technicians access to the equipment on a consistent 24/7 basis for routine and emergency situations.

 

This License Agreement includes an auto-renewal clause but also provides the County with the ability to terminate each year with 90 days written notice.

 

This License Agreement with Tucson Seaside LLC provides public safety and microwave communications for the Monterey Peninsula.  The Chief Information Officer recommends entering into this Agreement to provide analog coverage for the County’s first responders, law, fire, and ambulance services.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed this agreement and has approved as to form.

 

FINANCING:

The funds have been included in the FY21-22 Approved Budget for the Information Technology Department, ITD 1930, Appropriations Unit INF002. Transactions relating to future fiscal years will be included in each respective Recommended Budget based upon the anticipated utilization of the services

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
