RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment No.1 to Agreement No. A-16346 with First 5 Monterey County by adding $95,292 for a new contract total of $843,860 for the provision of CalWORKs Home Visiting Program services with no change to the contract term; and

b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) future amendments to this amended Agreement where the total amendments do not exceed 10% ($84,386) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $928,246.

 

SUMMARY/DISCUSSION:

The Monterey County Department of Social Services CalWORKs Employment Services (CWES) is contracting with First 5 Monterey County to provide CalWORKs Home Visiting Program services.  First 5 Monterey County shall act as the lead agency working in collaboration with their subcontractors to provide Home Visiting services to eligible CalWORKs families. First 5’s subcontractors are Door to Hope, Go Kids, Inc. and North Monterey County USD.

The Home Visiting Program is funded by the Home Visiting Program Allocation.

The CalWORKs Home Visiting Program provides enrolled CalWORKs parents with the necessary information, services, resources, and the opportunity to learn how to ensure that their children have a safe and nurturing environment that allows them to thrive and grow using the Parents as Teachers model.

The Department is requesting to amend this contract to add additional staff support for this program.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

This agreement is funded with CalWORKs Home Visiting Program Allocation from the California Department of Social Services. Sufficient appropriations and estimated revenues for Social Services Fund 001, Appropriations Unit SOC005 are included in the FY 2023-2024 Adopted Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amendment correlates to the Health and Human Services Strategic Initiative adopted by the Board of Supervisors by providing enrolled CalWORKs parents with the necessary information, services, resources, and opportunity to learn how to ensure that their children have a safe and nurturing environment that allows them to thrive and grow, raising health families using the Parents as Teachers model.
