a. Authorize the Agricultural Commissioner to execute, on behalf of the County of Monterey, Standard Agreements and any amendments thereto with Federal, State, and local agencies for designated programs performed by the department for a period of three (3) years ending June 30, 2029 for an initial amount to be $1,233,000 where the total amendments do not exceed 15% or $184,000 of the initial amount for a maximum total of $1,418,000; and
b. Approve and authorize the Agricultural Commissioner, or his designee, to sign up to three (3) amendments to each agreement where the total amendments do not exceed 15% or $184,000 of the initial amount for a maximum total of $1,418,000 of the initial amount of the subject agreement and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Agricultural Commissioner to execute, on behalf of the County of Monterey, Standard Agreements and any amendments thereto with Federal, State, and local agencies for designated programs performed by the department for a period of three (3) years ending June 30, 2029 for an initial amount to be $1,233,000 where the total amendments do not exceed 15% or $184,000 of the initial amount for a maximum total of $1,418,000; and
b. Approve and authorize the Agricultural Commissioner, or his designee, to sign up to three (3) amendments to each agreement where the total amendments do not exceed 15% or $184,000 of the initial amount for a maximum total of $1,418,000 of the initial amount of the subject agreement and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The California Department of Food and Agriculture (CDFA), the California Department of Pesticide Regulation (DPR), and the United States Department of Agriculture (USDA) routinely contract with the Agricultural Commissioner to provide specific services. Estimated revenue from the Agreements is included in the department’s annual budget, as well as the appropriations associated with each activity.
The recommended action will allow the Agricultural Commissioner to execute specific, routine, annual State Standard Agreements and USDA Standard Agreements and Amendments thereto. Approval of the recommended action will eliminate the need to prepare individual Board Reports for said Agreements or Amendments thereto. This process results in more efficient use of staff time. The Board authorized similar actions since 2006 for three (3) year periods. This request is an extension of that authorization for an additional three (3) years through June 30, 2029.
The Agricultural Commissioner requests authorization to enter the Agreements listed in Exhibit A for a period of three (3) years ending June 30, 2029. All financial information related to these Agreements shall be included in the annual budget process.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The California Department of Food and Agriculture, the California Department of Pesticide Regulation, UC Regents, and the United States Department of Agriculture have accepted this process.
FINANCING:
Estimated revenues and appropriations for the Agreements shall be included in the Agricultural Commissioner’s annual Adopted Budget, as well as the appropriations associated with each activity.
