Title
a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute Amendment No. 2 to the Agreement with RDS Consulting, LLC for Diagnostics Related Group (DRG) transfer services and related consulting services at NMC, extending the Agreement an additional two (2) year period, for a revised full term of April 1, 2014 through March 31, 2018, and increasing the amount by an additional $100,000 for a revised total Agreement amount not to exceed $200,000.
b. Authorize the Deputy Purchasing Agent for NMC or his designee to execute one (1) future amendment to the Agreement which does not exceed twelve (12) months, does not significantly alter the scope of work, and does not cause an increase of more than ten percent (10%) ($8,000) of the original cost of the Agreement.

RECOMMENDATION:
It is recommended the Board of Supervisors:
a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute Amendment No. 2 to the Agreement with RDS Consulting, LLC for Diagnostics Related Group (DRG) transfer services and related consulting services at NMC, extending the Agreement an additional two (2) year period, for a revised full term of April 1, 2014 through March 31, 2018, and increasing the amount by an additional $100,000 for a revised total Agreement amount not to exceed $200,000.

SUMMARY/DISCUSSION:
RDS Consulting provides analysis and identifies additional reimbursement opportunities. An area of their expertise is with post-acute care transfers. The reimbursement for those cases is complex and in frequent situations is incorrect. RDS Consulting reviews all cases for accuracy of payment and provides the necessary information to fully recover the proper amount from the payer. RDS Consulting also provides impact analysis and interpretation of Medicare and Medi-Cal regulatory changes. Other available services: Compliance support related to regulatory requirements, reimbursement support for cost reports preparation, OSHPD report preparation, cost reports reviews and staffing support on an interim basis.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this Amendment No. 2 as to legal form and risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions. The Amendment No. 2 has also been reviewed and approved by NMC’s Finance Committee on January 28, 2016 and by its Board of Trustees on February 5, 2016.
FINANCING:
The cost for this Amendment No. 2 is $100,000, $50,000 of which is included in the Fiscal Year 2015-16 Adopted Budget. Amounts for remaining years of the Agreement will be included in those budgets as appropriate. There is no impact to the General Fund.
