a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 2 to Agreement No. A-16078 with Blue Pearl Specialty & Emergency Pet Hospital for the provision of emergency veterinary services to injured or sick domestic animals brought in by County Staff, Good Samaritans, or surrounding cities staff, extending the term an additional two years for a new term of October 10, 2022 through October 9, 2028, and adding $20,000 for a new Total Agreement amount of $60,000;
b. Approve the Director of Health Services or designee to approve one future Amendment that does not exceed 10% ($1,500) of the original Agreement amount, does not significantly alter the scope of services, and does not exceed the maximum amount of $61,500; and
c. Approve and authorize the Contracts and Purchasing Officer or their designee to execute future Amendments to the agreement where the Amendments do not significantly change the scope of work, do not exceed an aggregate amount of $200,000, and fall within the signing authority of the Contracts and Purchasing Officer.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 2 to Agreement No. A-16078 with Blue Pearl Specialty & Emergency Pet Hospital for the provision of emergency veterinary services to injured or sick domestic animals brought in by County Staff, Good Samaritans, or surrounding cities staff, extending the term an additional two years for a new term of October 10, 2022 through October 9, 2028, and adding $20,000 for a new Total Agreement amount of $60,000;

SUMMARY:
This Amendment ensures the continuation and expansion of emergency veterinary services that safeguard the health and well-being of animals in Monterey County. Expanding access to surrounding cities strengthens regional collaboration and provides critical support for both County residents and local municipalities. Approval of this item allows the County to maintain consistent access to specialized emergency animal care services that are not readily available through other providers.
DISCUSSION:
Since October 10, 2022, Blue Pearl has partnered with the County’s Health Department to deliver emergency care for animals in need. These services have supported animals brought in by Monterey County staff, City of Salinas Animal Services, and members of the public acting in good faith, with the current term expiring October 9, 2026. Amendment No. 2 proposes to extend the agreement term by two years, through October 9, 2028, and expand service provisions to formally include animals brought in by additional surrounding cities, as outlined in Exhibit B.
OTHER AGENCY INVOLVEMENT:
The Offices of the County Counsel and the Auditor-Controller have reviewed and approved as to legal form and fiscal provisions, respectively.
FINANCING:
There are sufficient appropriations in the Health Department Fiscal Year (FY) 2025-26 Adopted Budget for Animal Services (001-HEA001-8442). For the FYs out, provisions will be made in the Requested Budget for the appropriate year.
