RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Chief Probation Officer to execute a Memorandum of Understanding (MOU) with Central Coast Overdose Prevention (CCODP) to provide professional services including outreach, harm reduction and referrals for substance use treatment within County Probation operated facilities at no cost, effective April 1, 2026 through March 31, 2031; and

b. Authorize the Chief Probation Officer to sign future extensions or amendments to the MOU where the amendments do not significantly alter the scope of services or add cost for services.

 

 SUMMARY/DISCUSSION:

On January 1, 2022, California Department of Healthcare Services (DHCS) launched a multi-year DHCS initiative, California Advancing and Innovating Medi-Cal (CalAIM), to improve the quality of life and health outcomes of the Medi-Cal managed care population through the implementation of broad delivery system, program and payment reform across the Medi-Cal program. The Providing Access and Transforming Health (PATH) Justice Involved Reentry Initiative Capacity Building Program provides funding to support the planning and implementation of the provision of targeted pre-release Medi-Cal services to individuals in state prisons, county jails and youth correctional facilities. All correctional facilities are mandated to implement Medi-Cal reentry services by October1, 2026.

 

The Probation Department was awarded funding under PATH and has been implementing the mandated justice-involved processes for youth in the delivery of Medi-Cal reentry services and coordination of care. This includes collaborative planning and programming with Behavioral Health, Department of Social Services, County stakeholders and other agencies such as Central Coast Overdose Prevention to effectuate successful  pre-release processes and support as required by the State. Specifically, as listed in the Policy and Operational Guide for Planning and Implementing the CalAIM Justice-Involved Initiative dated 10/23/2023, these pre-release and care management services include the following: medication for Substance Use Disorder(SUD) for all Food and Drug Administration (FDA)-approved medications and biological products, including coverage for counseling or behavioral therapies to provide a “whole-patient” approach to the treatment of SUD.

 

CCODP is a California non-profit corporation that focuses on addressing substance use realities through harm reduction strategies, treatment options, and community support services in the Tri-County area (Monterey, San Benito, and Santa Cruz counties).  CCODPs core business is to connect people with substance use information and treatment resources to combat the opioid epidemic and promote a safer, healthier California.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

 The Offices of County Counsel and Risk Management have reviewed the MOU as to legal form, and indemnification and insurance provisions, respectively.

 

FINANCING:

CCODP will provide these services at no cost to the County. There is no impact to the County General Fund with the recommended action.
